Job Description:

The Air Terminal Operations Center (ATOC) Specialist will be based at the Baghdad Diplomatic Support Center in Iraq and serve the Baghdad Life Support Services (BLiSS) contract in support of the U.S. Department of State. This position will be responsible for the coordination of all BDSC Aircraft Ramp activities and aircraft movements and will report to the ATOC Supervisor. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.  Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
  • Brief military aircrews on pertinent payload information to include seat release, hazardous materials, special cargo shipments, special category passengers, couriers, number of pallets, load characteristics, total tonnage, etc.
  • Meet all inbound aircraft to collect and verify cargo and / or passenger mission documentation ensuring sufficient copies of manifests remain for transfer accountability.
  • Physically inventory and annotate in-transit cargo aboard aircraft by pallet position, weight, destination, pallet ID, and other locally required planning information.
  • Validate aircraft configuration and obtain the operating weight / moment as well as applicable weight and balance data for computation of a firm ACL.
  • Calculate the maximum number of seats available based on review of load plans, GDSS mission remarks, and additional crew members / duty passengers.
  • Utilize GATES, SMS, and GDSS2 systems to retrieve and disseminate load and passenger information.
  • Control all space allocated on AMC airlift missions, obtain maximum utilization on each aircraft, and coordinate movement of special category cargo and passengers.
  • Responsible for coordinating and tracking the movement of AMC MICAP with Information Control, Load Planning, and Special Handling.
  • Monitor all Aerial Port SOEs to ensure established timelines are being met to prevent aircraft delays.
  • Process and manage PPRs for the BDSC transient aircraft parking ramp.
  • Extract data from automated C2 systems and locally published schedules /amendments to prepare, update, and distribute the daily combined flying schedule.
  • Monitor and maintain radio communications with aircraft and ground personnel.
  • Coordinate with Government of Iraq Customs Officers to ensure air cargo is cleared to enter or exit the country of Iraq.
  • Coordinate with other sections and departments to meet aircrew requirements for housing, meals, refueling, and ground transportation.
  • Collect, process, and disseminate airlift traffic flow and aerial port operational information to the Air Transportation sections and other support agencies as required.
  • Document and maintain radio/operational logs, Events Logs, Situation Reports, and various types of AMC forms.
  • Manage and conduct the Flightline Driving Certification Program for the BDSC Ramp.
  • Monitor and coordinate all activities on the BDSC aircraft parking ramp to ensure safety and initiate the appropriate notifications or actions to resolve any violations and issues.
  • Conduct daily ramp FOD and light serviceability checks.
  • Perform duties in other Aerial Port sections as required.
  • Perform additional duties and projects as assigned.

REQUIREMENTS:

  • U.S. Government Clearance – active U.S. DOD or DOS issued Secret Security, or ability to obtain one, and maintain it for the duration of employment on this contract.
  • Four (4) years’ experience in U.S. Military Aerial Port Operations.
  • Two (2) years of ATOC experience.
  • Four (4) years’ experience working with GDSS2 and GATES systems.

Education:

  • Must have a High School Diploma or equivalent.

Certifications/Licenses:

  • Must possess a valid Home of Record issued driver’s license.
  • Must be able to obtain and hold an airfield access badge.
  • Have a passport with a minimum of 18 months validity and at least 8 blank pages.

Knowledge, Skills, and Abilities:

  • Extensive knowledge of all directives, policies, and procedures pertaining to military passenger and cargo / mail handling.
  • Knowledge of principle and processes involved in supporting contract responsibilities at an overseas facility.
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
  • Experience providing excellent customer services.
  • Cross-cultural sensitivity with an international perspective.
  • Excellent organizational and time management skills.
  • Computer skills, specifically in Microsoft Word, Excel, and Access.
  • Ability to become an active and functioning member of a team.
  • Expert communication skills to facilitate and disseminate information.

DESIRED:

  • Current U.S. Air Force Load Planning certification.
  • Relevant overseas experience, ideally in the Middle East, with knowledge of local culture and customs is preferred.
  • Experience working with Amentum.
  • Prior experience working with the State Department.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
