Job Description:

This position is located in the Office of Airports Division (ARP) and serves as a Service Area Airport Airspace Specialist for an assigned Service Area.

Duties

H-Band: Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.

Applies experience and knowledge applicable to the airport operating environment, FAA order 7400.2, 14 CFR Part 77, 14 CFR Part 157, programs such as Obstruction Evaluation/Airport Analysis (OE/AAA), Airport Layout Plans (ALPs), 5010 records, and other information to process and analyze airspace cases to promote the safe and efficient use of navigable airspace.

Independently plans time and uses assigned resources to accomplish work tasks and projects. Conducts and coordinates aeronautical studies for proposed construction projects, including activation/deactivation and alteration of landing areas to determine potential effects on air navigation. Provides guidance to less-experienced professionals in day-to-day operations; Interacts with, provides technical guidance and assistance to, and coordinates with Regional and Airport District Office (ADO) staff, including engineers, planners; other internal FAA Lines of Business and the public to accomplish tasks or small projects. Researches, extracts, analyzes and inputs data within an automated system and/or manual data files; compose correspondence, prepare reports and presentations to communicate programmatic and technical information.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB/SOs, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures.

Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other experienced employee.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions.

Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

Work activities typically support and are vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB/SOs. The work of this position may affect internal and external customers.

Performs other duties as assigned.

I-Band: Incumbent performs similar duties, but with less frequent supervision.

Serves as a subject matter expert on airspace issues and will be responsible for conducting and coordinating aeronautical studies for proposed construction projects including activation/deactivation and alteration of landing areas to determine potential effects on air navigation.

Under the minimal direction of a Manager, the Regional Airspace Specialist, conducts initial screening of airspace cases submitted via FAA Forms 7460 and 7480. Works directly with the proponent to resolve inaccurate and incomplete information. Enters the cases into OE/AAA system. Coordinates the cases internally and externally as needed. Follows up with all active cases to ensure timely processing. Prepares and issues Airspace Determinations. Maintains and updates Regional Staff Assignments within OE/AAA System as needed.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.

Provides guidance, support, and training on Airspace processing and review to less experienced professionals.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

To qualify at the FV-H level, you must demonstrate in your resume specialized experience equivalent to FV-G, FG/GS-10/11. Specialized experience for this position includes:

  • Experience interpreting and applying knowledge of public laws and acts related to the airport operating environment, including Airport Master Records; Airport Layout Plans; Land Use Plans; and/or Airport Master Plans (i.e. FAA Order 7400.2, 14 CFR Part 77, 14 CFR Part 157 and FAA Form 5010) to accomplish work activities for assigned projects and programs.

To qualify at the FV-I level, you must demonstrate in your resume specialized experience equivalent to FV-H, FG/GS-12. Specialized experience for this position includes:

  • Experience interpreting and applying knowledge of public Laws and acts related to the airport operating environment, including the Airport Improvement Program; Airport Capital Improvement Program; Sponsor Compliance Obligations; Airport Master Records; Airport Layout Plans; Land Use Plans; and/or Airport Master Plans (i.e. FAA Order 7400.2, 14 CFR Part 77, 14 CFR Part 157 and FAA Form 5010).
