Serves as an Airway Transportation System Specialist (Instructor) within the Corporate Training Division at the FAA Academy.

Duties

Develops course control documents for new and revised courses. This includes training plans, training proposals, course specifications, and programs of instruction. From these course control documents, develops lesson plans and prepares to conduct teaching assignments.

Develops new resident, self-study, distance learning, and/or on-the-job training courses. This includes: writing the course material; developing Distance Learning Platform lessons; producing Aviation Training Network lessons; developing laboratory procedures; designing and developing training aids; developing examinations, including transferring hard-copy or paper exams onto electronic media; and performing other assignments required in completing the development of a course.

Instructs technical personnel through classroom lectures/seminars/laboratory situations/distance learning on technical subjects relating to fundamentals, principles, maintenance, operation and evaluation of assigned complex CBP systems. Administers reviews, evaluates, and improves examinations designed to measure training effectiveness and student progress. Administers Distance Learning Platform courses and/or bypass exams by coordinating with customers and team members, maintaining student records, responding to notes, performing monitoring sessions, tracking student progress, and taking appropriate action when necessary.

Provides direction to students in both technical and administrative areas during periods of instruction. Counsels students and gives constructive feedback or advice as appropriate. Reviews and evaluates the performance of each student in the class and makes recommendations to CBP Program Manager regarding a students continuance in training.

Provides support to and may act as a point of contact for employees from areas of technology support that move, install, and make operational ready, computer equipment, switches, and peripheral devices for classroom readiness. Consults with managers and employees from multiple organizations to assist them in excessing classroom computer equipment, as needed. May provide technical assistance and serve as a point of contact for classroom management of computer systems utilized to provide training on CBP systems.

Maintains a high level of knowledge of current technological developments through study of technical periodicals, special seminars, visits to factories and laboratories, training courses, etc. Develops and conducts seminars and initial training for other instructors as appropriate.

Maintains knowledge of computer equipment characteristics used throughout CBP sufficient to consult with and support employees from areas of technology support. Acts as a point of contact for multiple organizations to resolve security vulnerabilities affecting classroom training of CBP systems.

May be assigned various special projects and staff studies in either the technical field or administrative field. Technical projects may include knowledge and experience with procurement of equipment or software to support training requirements; cost analysis to obtain the best product for the training requirement at the lowest cost to the agency; analysis of proposed modifications to field systems; review and development of agency policy, handbooks, and equipment instruction manuals; and technical coordination of the installation of new equipment/ systems.

The Academy instructor has responsibility, which requires highly specialized training, significant managerial skills, specific technical qualifications, and detailed proficiency equal to the highest nonsupervisory grade level in the field that significantly represents the occupational workforce.

May perform other duties assigned.

Qualifications

To qualify for the position at the FG/GS 13 (FV-I) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FG/GS-12 (FV-H) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience: Experience that demonstrates an extensive knowledge of airway transportation systems and Customs and Border Protection (CBP) equipment and systems; Experience in the operational maintenance in one or more of the following functional areas: Navigation and Landing Systems, Communications, Terminal and EnRoute Radar, Terminal Automation, EnRoute Automation, NAS Information Services, and ARTCC and GNAS Environmental.
