The Airway Transportation Systems Specialist Is considered a technical expert within the FAA for an assigned system and specialty area. This position is an ATSS (Team Lead) represents an Operations Control Center within the NAS Security & Enterprise Operations (NASEO) Directorate as the primary point of contact on matters associated with maintenance control activities, emerging technologies and customer concerns.

Duties

The ATSS (Team Lead) serves as a technical expert and focal point for highly complex and challenging activities. Provides leadership for technical activities associating with critical systems of the National Airspace System (NAS). Leads and guides a team of specialists on
coordinating efforts affecting operationally critical systems of the NAS through ATO Technical Operations Headquarters and Field Offices, ATO Service Areas, and external stakeholders. Leads in a diverse team environment through coaching and mentoring of team members.

Applies experience and expert technical knowledge of NAS modernization to develop new concepts, systems, or innovative approaches, and to identify and resolve complex issues that often cross-organizational boundaries. Assess and evaluate nationwide trend data to develop solutions for sustaining the NAS or accomplishing NAS modernization. Also applies knowledge of National and Service Area policies to provide real-time Quality Assurance of Logging and Remote Monitoring activities within a Technical Operations Control Center (TOCC).

Work directly supports the objectives of the agency and the safe and continual operation of the NAS. Formulates and recommends organizational positions on maintenance control activities to senior managers. Represents the FAA as a technical authority for major projects and programs.

Recognized as the principal expert for development of workable solutions for unanticipated situations adversely affecting operationally critical systems of the NAS. Coordinates large, challenging and complex work activities. Technical decisions are considered authoritative in area of expertise.

Develops, interprets, recommends changes, and has broad discretion to insure compliance with organizational objective and policies.
Oversees NAS modernization initiatives, identifies, procures, distributes and tracks resources needed to accomplish large work activities. Works independently. Develops innovative approaches to attain organizational objectives and optimize the use of resources.

Works with customers at high internal and external organizational levels to the FAA to resolve complex issues to insure the integrity of the NAS. Represent the FAA as a senior technical authority for major agency activities, emerging technologies and customer concerns.

Coordinates with multiple air traffic, maintenance control center, and other entities to shut down and restore facilities, systems, and services to prevent activities from disrupting air traffic operations. Quickly resolves restoration problems with minimal impact to the NAS.

Performs quality control measures to insure efficiency of operations.

Provides expert guidance and instruction to address diverse, complex issues that often cross multiple projects, programs, or functional areas. Develops plans, techniques, processes and policies to address current or anticipated problems and issues. Work is typically reviewed for success in achieving desired results.

Qualifications

There is no timeframe requirement at the Level IV/FV-I to compete. Candidates must show experience at the level of difficulty and responsibility that is appropriate to the position. Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems. Generally, experience at the next lower level Pay Band I/level IV or FG/GS-13 or equivalent, meets the minimum qualifications for this position as long as the experience supports the demonstrated abilities identified below.

Specialized experience is: Experience developing new concepts, systems, or innovative approaches, and to identify and resolve complex issues that often cross-organizational boundaries to minimize disruption of services to the flying public.
