This position is located in Air Traffic Organization (ATO), Technical Operations. Incumbent serves as a technical expert supporting one or more complex programs critical to the safe and efficient operation of the National Airspace System (NAS) and affecting all ATO operational units and the safety of the flying public.

Duties

the Aviation Technical Systems Specialist serves as a recognized telecommunications and/or networking expert and is called upon to provide leadership for highly complex and challenging activities under minimal direction of a manager. He/she has experience and expert knowledge of National Airspace System (NAS) equipment, systems and services, including their interrelatedness and functions, in order to design, develop, modify, or evaluate the NAS. Possesses knowledge of one or more specialties including, but not limited to, communications, surveillance, weather, navigation, enterprise systems/services, data systems/services, spectrum engineering, new entrant technologies, non-federal systems, NAS resiliency, NAS operational safety and quality programs, or supply chain management affecting the cross-functional missions of the FAA.

Recognized within the FAA and other government agencies as the FAA’s Air Traffic Organization (ATO) technical expert and management representative for his/her specialty program. Provides expert direction, and instruction to provide in-service improvement, new NAS system development, and resolution of complex problems to meet cross-agency mission directives. Develops plans, techniques, and policies to address current or anticipated ATO problems and issues; works with senior management to identify and jointly solve problems/issues. Translates strategy, policy, and tactical operational needs into technical requirements in order to support ATO projects and missions. Assignments may include the review, evaluation and advisement of classified and/or sensitive data that may directly affect national security.

Advises senior management on the development, implementation, and administration of policies, systems, and tools needed to manage and control national level programs. May be called upon to analyze statistical data, create reports, and participate in the preparation and issuance of managerial responses to labor union negotiations, inquiries, grievances and/or notifications, Agency or inter-Agency requests, and/or congressional inquiries. Supports and advises management in confidential matters working with labor unions in the impact & implementation of new NAS operations policies, procedures, and work instructions.

Contacts are internal and external. Serves as an agency management representative and cultivates positive relationships and professional partnerships with internal and external customers by maintaining open lines of communication, soliciting feedback, and by collaborating on problem resolution. Often represents FAA as the primary technical authority for major projects, programs, and other areas of FAA responsibility. Participates as an expert at meetings and conferences with other FAA officials, external agency officials, manufacturers, industry aviation organizations, and international groups.

Collaborates with FAA lines of businesses, other Government agencies, and industry to coordinate with all stakeholders on design standards, maintenance philosophy, and logistics associated with NAS systems and operational issues. Formulates and recommends organizational positions on major projects/policies/issues to senior management. Prepares, reviews, and approves a variety of organizational reports and/or policies for distribution.

Considers FAA policies, government-wide rules and regulations, and industry standards, when developing new policies, procedures, and approaches. Conceives, plans, and conducts studies involving complex and unique issues and establishes general principles, plans or courses of action for FAA mission support. Develops ATO plans, techniques, and policies to address current or anticipated NAS systems or services problems and issues.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience is: Experience communicating, soliciting feedback, and collaborating with other offices/organizations to develop solutions for National Airspace Systems (NAS) systems/services problems.
