This position serves as a Community Engagement Officer (CEO) for the Office of Airports (ARP), in the Regional Airport Divisions (ADO). This position is responsible for planning, organizing, and controlling the ARP related activities necessary to deliver an effective community outreach program primarily in support of ARP objectives and the Regional Administrators Office.

J BAND DUTIES:
Is a recognized subject matter expert in airport noise and provides leadership and technical support for highly complex and challenging activities under minimal direction of a manager or executive. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.
Represents ARP as a member of a FAA Noise Matrix Team of various FAA Lines of Business (LOB) focused on noise outreach. Provides technical input to the Regional Administrators (RA) CEO and other FAA LOBs when actions in ARP program areas could impact noise outreach or when other LOB activities could impact ARP activities. May develop new and innovative approaches, methodologies, and/or techniques associated with challenging projects/programs/activities. As needed, also provides technical expertise to the Regional Administrators and their CEOs with planning, organizing, messaging, and developing community outreach plans and programs on airport noise.
Reports to the ARP Regional Deputy Director or Regional Planning and Programming Branch Manager. Contacts are internal and external. The position requires close coordination with the respective RAs, Air Traffic Organization (ATO) Service Center, Office of Energy and Environment (AEE), Office of the General Counsel (AGC), and other Regional/Headquarters LOBs/staff offices.
Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/ programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.
Serves as a liaison between the RAs and ARP on matters pertaining to airport noise and related community engagement. Works closely with CEOs assigned to the RAs, ATO, and other FAA staff offices, including AEE, AGC, and the Office of Communications (AOC) to ensure that FAAs outreach strategies are executed in a strategic manner that considers FAA priorities, responsibilities and jurisdiction.
Works closely with the RAs, ATO, and other CEOs to notify and help reduce/manage conflicts that may occur between the timing of airport planning, environmental reviews, airspace procedure implementation, or construction activities. Participates in community outreach activities led by the RAs office including Aviation Roundtables, Congressional Outreach, and public meetings representing the ARP line of business.
Works with Headquarters, Regional, and Airports District Office subject matter experts with outreach on Title 14 Code of Federal Regulation (CFR) Part 150 Airport Noise Compatibility Planning. Coordinates with Headquarters, Regional, and FAA Airports District Office subject matter experts on 14 CFR Part 161, Airport Noise and Access Restrictions. Provides information to internal stakeholders and external audiences on this topic on an as-needed basis.
When requested, assists the Regional Environmental Protection Specialist in the review of Title 14 CFR Part 150 studies, noise analysis associated with National Environmental Policy Act (NEPA) reviews, and Title 14 CFR Part 161 proposals at noise sensitive airports in the region.
