Job Description:

Serves as a lead planner responsible for various airport and aviation planning activities for the Office of Airports (ARP), Eastern Regional Airports Division, Planning and Programming Branch.

Duties

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Analyzes and interprets criteria related to all aspects of airport and aviation planning.

Serves as a regional resource and liaison between RO and Headquarters personnel on airport and aviation planning issues.

Provides advanced technical guidance and coordination of local, metro and state system airport demand forecasts.

Serves as the regional point of contact for all forecasting and capacity reviews.

Coordinates, reviews, and provides analysis on national forecasts internally with peers and supervisors as well as externally with stakeholders.

Develops the RO Airports Capital Improvement Program (ACIP) and may administer the Passenger Facility Charge(PFC) program.

Collaborates with Regional environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act and other environmental programs. Provides technical guidance and review of airport sustainability programs.

Provides detailed level assistance to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances.

Develops the Regional input to the National Plan of integrated Airports System (NPIAS) and conducts reviews to ensure that FAA guidance is being met during the initial submittal of NPIAS entry/removal requests.

Provides technical review and analysis of all land documentation in coordination with the compliance specialist. This includes land use compatibility plans, change in land use requests, land release, and land acquisition. Performs in depth review of appraisals submitted by sponsors to ensure that land acquired under a project is properly configured, has good title and cost is reasonable. Ensures conformance with the Uniform Relocation Act.

Reviews and prepares correspondence for review by management. Correspondence may include Congressional responses, briefing papers, approval letters and guidance to sponsors associated with all aspects of airport development.

Provides advisory and advanced technical guidance to the RO and to the public on all aspects of project implementation including airport planning and programming, airspace, airport design standards, and contract administration.

Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings. Possesses advanced experience in coordinating public outreach meetings.

Provides technical guidance and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements.

Reviews benefit/cost and life-cycle costs analyses. Prepares RO recommendation related to project support and prospective funding.

Reviews and makes recommendation for modification of standards requests to management and/or RO. Forwards recommendations to Headquarters for approval.

Reviews project justifications and eligibility analyses to ensure projects are ready for grant funding. Serves as the liaison for communications with Headquarters.

Maintains project status using the Office of Airports database system (SOAR). Possesses an advanced understanding of grant project management and associated financial reports.

Serves as a regional resource for the final review of planning projects and prepares recommendation to management for grant financial completion, including eligible final payment or recovery as appropriate. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.

Performs other duties as assigned.

Qualifications

In addition to the basic requirement listed below in the EDUCATION section, to qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is: 1) Experience developing or approving airport layout plans; 2) Experience developing or reviewing planning consultant contracts and scopes of work; 3) Experience in providing advisory and technical guidance to the public on airport planning, airspace, programming, airport design standards, contract administration, and in general, on all aspects of airport project implementation; 4) Experience in providing technical guidance to staff and representing management at technical meetings.

To qualify for this position you must have a degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

NOTE: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
