Job Description:
We are seeking a Senior Specialist, Contracts with a strong knowledge of the job area and broad knowledge of project management.
The Sr. Specialist, Contracts will manage complex research and development projects with general oversight. Communicate within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate to substantial improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results.
Essential Functions:
- Under minimal direction the Specialist will plan, conduct and direct projects or major phases of significant project assignment, coordinating the efforts of internal stakeholders in the performance of assigned activities. Administers moderate to large contracts of great complexity. Independently negotiates with the customer contract terminology, pricing, technical requirements, scope and terms. Recommends contract changes, including major revisions and coordinates the preparation and final negotiation of change orders, supplemental agreements, price re-determination, etc. affecting the life of the contract. Ensure compliance with regulatory and company requirements to protect the company.
- Monitors internal progress of contracts with various business units to ensure fulfillment of contract requirements. Monitors and reviews for completeness, accuracy and conformance with Federal and Defense procurement regulations and company procedural requirements.
- Prepares all necessary internal reports for management and periodic reports to customer contracting officers/buyers as required.
- Assists in developing policies, procedures and practices relating to contract administration.
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior Contracts experience.
- Graduate Degree and a minimum of 4 years of prior related Contracs experience.
- In lieu of a degree, minimum of 10 years of prior related Contracts experience.
- 4 years of experience working on Department of Defense production and research & development contracts in a programmatic environment.
Preferred Additional Skills:
- Ability to act as liaison/consultant with external and internal customers on all matters affecting contractual agreements.
- Understanding of contract requirements and ability to manage these requirements in accordance with Aerojet Rocketdyne & L3Harris directives and procedures to meet program goals.
- Understanding and application of government contract administration principles, concepts, practices and standards.
- Experience related to proposal preparation, contract negotiations, contract administration and government regulations.
- Ability to quantify an issue/situation and then become actively involved in developing an action plan to achieve a successful result and covering all aspects of the given situation.
- Guiding a team through contractual matters using your contract experience and Aerojet Rocketdyne command media knowledge.
- Oral and written communication skills to interact effectively with leadership representing outside organizations and/or within the company.
- Ability to work well under constantly changing deadlines and priorities.
- Adept at handling/administering constructive changes.
- Knowledge of manufacturing environment highly desired.
- Possess a working understanding of FAR and DFAR.
