As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
This position serves as the Deputy Regional Administrator in the Federal Aviation Administration (FAA) Western-Pacific Region.
Duties
This position serves as the Deputy Regional Administrator in the Federal Aviation Administration (FAA) Western-Pacific Region, Office of Policy, International Affairs & Environment (APL), Office of National Engagement and Regional Administration (ARA).
The Deputy Regional Administrator (DRA) fully shares the responsibilities of the Regional Administrator (RA), and is responsible for providing cross-functional leadership and representing the FAA throughout the region. Directs the delivery of high quality corporate services to an extensive, diverse customer base and exercises managerial responsibilities including selections, promotions, performance management, disciplinary actions, training and travel. Plans, manages, assigns, directs and reviews work of subordinate employees at the organizational unit level.
With the RA, represents the region and agency in regional contacts with high level representatives of the aviation industry, other Federal agencies, state and local governments, elected officials, aviation organizations, educational institutions, civic and local organizations and the public. Assists the RA in contacts with elected officials in resolving local issues and concerns. On behalf of the RA, responds to media inquiries regarding FAA activities in the region.
Shares responsibility with the RA for establishing and implementing the vision and goals of ARA, APL, FAA, Department of Transportation and the Federal Government. Ensures that regional priorities and initiatives are consistent with the corporate vision.
Technical advisor to the RA. Represents the RA and the FAA in resolution of complex technical and regulatory issues with Congressional officials and staff, aviation community, industry officials, military, other federal government agencies, and the general public. Such matters include, but are not limited to Air Traffic procedures, airspace/special airspace procedures and design, major capacity projects, aviation rules, noise, environmental, integration of FAA activities within the region, and emergency response to aircraft accidents.
Collaborates with senior management in Air Traffic Organization, Flight Standards, and Airports divisions on making recommendations to the RA to ensure activities are incorporated into the National Airspace System, including NextGen initiatives.
Fosters an environment of innovation, champions the implementation of new systems and technology, and maintains a strong focus on the region’s customers. Establishes regional priorities for service delivery that are consistent with national level initiatives, the APL/ARA Business Plan, and the Agency’s Strategic Plan. Communicates the organization’s vision and objectives.
Provides oversight of collaborative technical programs and processes including, but not limited to, construction of new runways, airspace redesign, emergency response to aircraft accidents, and environmental initiatives and reviews.
Constantly evaluates or directs evaluations of quality, timeliness, and efficiency of regional services. Directs and oversees implementation of any needed improvements. Makes sure that measurement systems are implemented for individual and organizational performance that clearly link regional responsibilities with Strategic and Operational Plans.
Shares responsibility with the RA for implementing regional initiatives. Within broad guidelines, has the authority to make commitments for their organization. Represents the RA and the FAA in dealings with Congressional officials and staff, representatives of foreign governments, the aviation community, industry officials, the media, and the general public on a variety of aviation related matters. Such matters include but are not limited to, special airspace issues, regulatory issues, environmental issues, relationships with international aerospace organizations and foreign governments, and integration of FAA activities within the region.
