The role aims to provide record review and processing support to facilitate the release of DON information in compliance with statutory, regulatory, or legal obligations.
Responsibilities:
- Collect, compile, and organize a significant number of records related to the Red Hill drinking water contamination, defueling, and closure efforts of the Red Hill Bulk Fuel Storage Facility in Hawaii.
- Review records for litigation privilege and/or FOIA Exemption applicability based on requests from sources like Freedom of Information Act (FOIA) requests, regulatory requirements, or litigation.
- Mark proposed redactions, perform redactions, and draft initial denial authority release determinations, Vaughn Indexes, or privilege logs for final release or withholding decisions by the DON.
General Applicability:
Provide assistance in the collection, review, management, and production of records related to the RHBFSF operation, defueling, and closure as well as the affected drinking water system at Joint Base Pearl Harbor Hickam.
FOIA Requests:
Handle records responsive to FOIA requests through proper processes.
Statutory and Regulatory Responses:
Manage records required for statutory and regulatory responses.
Litigation Responses:
Support record review for litigation purposes.
Information Management:
Identify, locate, collect, process, analyze, redact, produce, present, store, and dispose of both paper and electronic records.
Technical Direction:
Receive guidance from the Contracting Officer, Contracting Officer’s Representative (COR), and relevant attorneys for specific litigation matters.
This position requires meticulous attention to detail, adherence to legal guidelines for record handling, and effective collaboration with legal personnel to ensure accurate and timely processing of records for public release or court filings.
