Job Description SummaryThe Program Property Focal demonstrates accountability for functional, business, and broad company objectives. In this role you will focus on program property management needs and be the focal point within the Government Property organization for contract specific tasks such as the lead support of contract property disposition and closeout, and the interpretation and negotiation of contract level terms and issues, as well as involvement in long term strategy and planning. Maintain effective working relationships and communications with internal peers (shops/sites), Program Managers, Contracts, Suppliers, and customers (DCMA and DoD Buying Commands) to seamlessly integrate the program area into the overall strategic objectives and activities of the organization.Job Description
Essential Responsibilities:
Serve as solution delivery expert for the design and implementation of assigned Government Property Management (GPM) Functions.
Drive and take responsibility for operational excellence, preparation, and presentation of program property status of assigned programs, with duties including project reviews, feasibility, prioritization, initiation, execution, and closure for all project property work related to the program.
GPM Functions associated with programs or initiatives.
Provide clear instruction throughout the business and maintain accountability from acquisition to closeout of program property.
Review, evaluate, and interpret property related contract terms.
Prepare and submit property disposition cases and transfer to DCMA and DoD Buying Commands. Lead the analysis, requirement development, design, documentation, implementation, and maintenance of property management solutions.
Support and advise on compliance to government property and contract terms for the program.
Ensure proper business authorization of the use of property.
Ensure conformity to property management business standards and practices.
Qualifications/Requirements:
- Bachelors degree from an accredited university or college.
- At least 5 additional years’ experience with asset or program management, contracts, or supply chain, including sourcing/procurement, operations, and their implementation into the business function.
- This role is restricted to U.S. persons (i.e., U.S. citizens, permanent residents, and other protected individuals under the Immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3)) due to access to export-controlled technology. Any offer of employment is conditioned upon the successful completion of a drug screen.
Desired Characteristics:
- Proficiency with MS Office Suite of products.
- National Property Management Association (NPMA) CPPS, CPPA, or CPPM certification is valued.
- Additional experience using analytics tools, inventory control systems (Oracle), or aptitude to learn.
- Strong oral and written communication skills.
- Strong interpersonal and leadership skills.
- Established project management and organizational abilities.
