This position is located in the Air Traffic Organization (ATO), Safety and Technical Training, Policy and Performance Directorate, Safety Management Group, Independent Safety Assessments Team (AJI-3150).
Duties
The Management Analyst is a recognized expert on management principles and processes and in the application of analytical and evaluative methods and techniques for assessing and improving organizational effectiveness and efficiency. Utilizes analytical and evaluative methods to review and analyze Safety Management System (SMS) policies, ensuring effective coordination and tracking of audit and assessment program data. Provides findings to senior management with objectively based information for making decisions regarding emerging trends or risks in the National Airspace System (NAS). Provides leadership for highly complex and challenging audits and assessments by coordinating team activities to ensure compliance with Safety and Acquisition System policies and processes under the minimal direction of the team manager. This work is critical to the development of a viable and secure infrastructure to identify, track and monitor emerging trends or risk in the NAS.
As a principal specialist, the analyst conducts in-depth analysis and evaluation of quality assurance data and methods to review SMS policy documents. Identifies discrepancies where documents do not align with current policies and processes, and develop new or improved policies. Utilizes quantitative and qualitative methods, to evaluate, develop, and implement enhancements to systems and processes, ensuring continuous improvement and updating of SMS policies. Retrieves, analyzes, and transforms data into actionable information, providing management with data-driven safety insights to enhance decision making.
Analyzes statistical data to identify and validate trends and to develop reports based on findings. Creates and analyzes reports and validate data using technological media. Performs predictive and prescriptive analysis to develop and recommend approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems. As a Project Manager uses project management principles to organize and lead project teams on large audit and assessment projects to identify system safety risks. Creates new and innovative approaches and/or techniques for developing and maintaining project plans, requirements, and documentation. Develops and updates the project plan, schedule, and estimated budget. Facilitates team meetings to track progress of specific projects, ensuring schedules are adhered to and that tasks are assigned and completed. Establishes project metrics to analyze and evaluate project progress, identify and implement improvements or changes, and report on the progress of ongoing projects.
Contacts are internal and external and include representatives from other ATO service units, program offices, stakeholders, planners and contractors. The Analyst often represents AJI as a principal point of contact to provide advice and guidance on the applications of assessment policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues related to the audit and assessment process. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision on AJI/ATO policies to internal and external audiences.
Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. The Analyst is often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.
