The position is located within the Office of Facility Management (AMP-1) staff office. The incumbent performs multiple, varying, and complex budget and financial assignments to support the organizations financial programs under the minimal direction of the manager or other experienced professional.

Duties

Performs multiple, varying, and complex budget and financial assignments for all aspects of planning, analysis, formulation, justification, execution, and review of the Office of Facility Managements (AMP) Operations budget and financial programs as well as support for F&E and reimbursable financial programs. Analyzes and evaluates organizational program accomplishments related to fiscal resources and management systems in order to identify any existing or potential problem areas, trends, significant accomplishments, merit, and deficiency situations within the assigned program/organization. In collaboration with the MMAC Resource Management Branch, advises management on program status and makes recommendations on possible solutions for current problems and future approaches to long-range requirement planning. Assesses potential impacts on short/long-range goals/mission requirements/accomplishments.

Responsibilities also include the development, implementation, and administration of policies and procedures related to:
• All financial aspects of the organizations annual Operations budget and programs including service contracts and utilities
• Financial support and coordination of the organizations purchase requests and invoices for minor construction
• Financial support and coordination of the organizations purchase card program
• Financial support and coordination of the organizations travel and training programs
• Administration of the organizations labor distributing reporting (LDR) system

Serves as a Funds Certifier (FC) for the office. The FC has the responsibility for determining if public funds are available for incurring an obligation and for attesting to the availability of funds in accordance with applicable agency and/or department orders. Provides primary support, analysis, and evaluation of office acquisition activity through positive transaction tracking of purchase requests and purchase orders.

Applies experience and comprehensive knowledge of program evaluation and measurement techniques applicable to plan, and conduct functional activities, and in support of organizational program accomplishments. Analyzes and evaluates the objectives, planning, policies, work, and progress, of assigned programs. Presents results of analysis and evaluation to executives and upper management for use in making recommended improvements and assuring efficiency, economy, and balance in the execution of assigned programs. Develops implementation plans, practices, methods, and procedures for assigned program responsibilities.

Responsibilities include planning, designing, developing, and conducting a variety of independent and interdependent studies, coordinating, and assisting efforts to identify and assess existing or potential issues and problems relating to organizational programs. Identifies alternatives and coordinates proposals with operating officials.

Compiles, analyzes, and evaluates a variety of resource data in order to prepare reports, charts/graphs, status updates, or written analyses in support of program responsibilities. Utilizes automated data processing equipment and software to compose, enter, revise, calculate, retrieve data, and otherwise produce various documents, correspondence, and reports as required.

Establishes and maintains effective communication with Center tenant organizations, regions, and other offices of the FAA: and with other Government agencies in an effort to further the understanding, support, and coordination of the Office of Facility Management programs. Position is privy to confidential matters associated with personnel, labor-management issues, etc., in the conduct of daily activities.

Qualifications

To qualify for this FV-I (FG/GS-13) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes experience in applying knowledge and application of Federal financial policies, procedures, management systems, and funds certification in the performance of work tasks; experience and fluency in utilizing financial systems, e.g., PRISM, Delphi, REGIS, and G-Invoicing or equivalent systems.
