This position is located in the Office of Environment and Energy (AEE) of the Assistant Administrator for Policy, International Affairs, and Environment, Federal Aviation Administration, Washington D.C. The Office of Environment and Energy develops, recommends, and coordinates national and international standards, policy and guidance, research and studies, and analytical capabilities on aviation environmental and energy matters.

Duties

The incumbent of this position serves as a Special Assistant to the Executive Director and Deputy Director of the Office of Environment and Energy.

Serves as a Special Assistant to the Executive Director and Deputy Director of the Office of Environment and Energy. Provides leadership for highly complex and challenging activities and projects under the minimal direction of the Executive and Deputy Director. The work of this position focuses on managing and keeping the Executive leadership well-versed on critical developments and delivering expert advice regarding problems or other issues that may arise. Analyzes problems and other issues to determine the best and most appropriate course of action.

Applies experience and expert knowledge of management and program analysis principles and processes to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross- organizational boundaries and impact on the accomplishment of strategic objectives.

Provides advice, counsel and support for assigned areas under the purview of the Executive Director or Deputy Director and represents their interests in meetings with internal and external customers and stakeholders. Coordinates and recommends to senior management positions on major projects/ policies/issues. Coordinates, prepares, reviews, and recommends approvals of reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences. Influences the adoption or creation of policy on highly complex and challenging policy issues that cross organizational lines. Develops new methodologies and techniques to solve organizational challenges.

Provides leadership and guidance for non-routine issues and special projects that require coordination across Office Divisions to ensure prompt response and appropriate level of investigation and follow-through. Manages, coordinates and provides technical support and advice for multiple projects as needed and assigned by management.

Facilitates cross-Office efforts to: review and/or develop material (e.g., speeches, presentations, briefing papers, reports to Congress), coordinate input, manage and coordinate responses to controlled correspondence (e.g., congressional letters, FOIAs), and track high ­profile and short turnaround tasks. Clearly communicates objectives and deadlines, and apprises leadership of status of assigned projects.

Applies knowledge of FAAs policies and objectives to identify, define, and organize resources. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Provides expert guidance and instruction both internally to address diverse, complex tasks which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

Work typically is reviewed only at completion for success in achieving planned results. Has some discretion to ensure the alignment of organizational goals and policies and the requirements of the project and/or other work activities.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SO and often impact on the objectives of the FAA.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Experience in at least one of the following technical areas: aviation noise, aircraft or aircraft engine emissions, environmentally beneficial aircraft technology or operational concepts, aviation environmental policy, aviation environmental modeling tools.

AND;

Experience working as part of a diverse team responsible for creating complex products and reports.

AND;

Experience coordinating national and/or international environmental policy and guidance on civil aviation matters.
