Job Description:

Incumbent will serve as management and program analyst for an organizational entity of the Federal Aviation Administration (FAA). This position is located in the Air Traffic Organization, Resource Management Group, Business Operations Support Team.

Duties

FG-9 Level Duties: Conduct analytical administrative, programmatic and management studies/projects of processes, procedures, methods in identification, consideration, resolution of issues or problems of a procedural or factual nature. Conduct studies, analyses and surveys of programmatic, administrative & management methods, processes/procedures to resolve issues/problems of a procedural or factual nature. Consolidates detailed operational data, provides programmatic reports required by the Service Units to enhance their ability to manage their programs and meet goals.

Assist in development of procedures for establishing, operating, assessing the effectiveness of administrative programs. Monitors/tracks programmatic management actions/reports for completeness and responsiveness to guidance, brought to the attention of the supervisor or appropriate manager. Recommend changes/solutions to routine procedural problems. Utilizes/updates database management information systems. To support program activities of this position: Provides advice and guidance on internal policies and procedures in order to meet organizational goals and objectives, e.g. Travel and GOV Policy, Personal Property Management.

Conducts detailed analysis of administrative programs for compliance, provides policy/guidance and conducts
training for Travel policy, GOV tracking, Trans Benefits, and Personal Property Management tracking in the FRAMES system. Other duties may include assisting with Field Spares Inventory, Asset Marking System quality assurance, policy, guidance, and training. Represents the Service Center as a point of contact to provide advice and counsel for responsible program areas in the Service Area. Review/analyze management/program directives/instructions from higher level offices for consistency, reporting requirements/background information. Assists with review/presentation of document/reports on variety of issues, makes recommendations on appropriate courses of action for routine procedural activities. Drafts briefing materials, reports and similar documents for use as background by the supervisor, or presentation to senior management on various administrative/management policy, or operational matters. Performs other duties as assigned.

FG-11 Level Duties, in addition to the duties listed above: Provides analysis of assigned programs/ management functions and identifies actual or potential problem areas, trends, accomplishments, issues and practices. Manage program components to achieve its strategic benefits and objectives. Tracks, analyzes and develops reports supporting program initiatives. Develops new and innovative approaches to accomplish work and provide enhanced services to meet program goals. To support program activities this position provides advice and guidance on internal policies and procedures in order to meet organizational goals and objectives, e.g. Travel and GOV Policy, Personal Property Management.

Evaluates programs, develops and conducts briefings and training sessions to ensure that managers and field points of contact fully understand roles and responsibilities. Provides programmatic reports required by the Service Units to enhance their ability to manage their programs and meet goals. Acts as liaison with HQ Program Offices, Travel Policy Program Office, Travel Helpdesk OKC, Western Logistics Service Area and the Logistics Center in OKC, in support of the field as necessary. Performs other duties as assigned.

Qualifications

To qualify for this position at the FG-9 Level, applicants must have at least 52 weeks of specialized experience at the next lower grade level of FV-E or FG/GS-7 that equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Conducting program analysis; collecting, integrating and organizing data, preparing reports and making recommendations to improve business processes. Knowledge of FAA policies and regulations, and familiar with Travel Management and Personal Property policies. Experience reviewing new or proposed policy changes and providing interpretive guidance, including preparation of briefings. Experience using a variety of automated data analysis and program/project management tools, which may include Advanced Microsoft (MS), Excel, Access database, MS PowerPoint, and Tableau.

Knowledgeable of FAA policy and regulations, and experience with Travel Management and Personal Property policy and guidance. Experience reviewing new or proposed policy changes to determine program or organizational impacts, and provide interpretive guidance including any process changes and preparation of briefings. Experience using a variety of automated data analysis and program/project management tools, which include Advanced Microsoft (MS), Excel, Access database, MS PowerPoint, SharePoint and Tableau.

Education

Applicants can qualify based on substituting education for experience. At the FG-9 level, applicants can substitute a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

At the FG-11 level, applicants can substitute successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Applicants can qualify based on a combination of education and work experience.
