Job Description:

Incumbent serves as a management and program analyst for an organizational entity of the Federal Aviation Administration (FAA). Provides a wide range of administrative and analytical duties in the conduct of projects and studies of substantive functions to improve the overall work operations of the organization assigned.

Duties

Assignments cover one or more of the following functional areas: program planning, execution and control (i.e., program/system planning and evaluation, program performance measurement); management improvement and control (i.e., quality management, organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objectives, and records and information management); and business management.

Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas – organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objectives, business management, financial tracking and/or information management.

Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner.

Formulates critical management policies and systems and ensures timely implementation. Advises organization and program managers on critical planning and resource utilization issues. Leads or personally performs complex or controversial studies which result in authoritative recommendations to improve organizational structures, management policies, and work distribution. Leads or personally completes analyses of critical programs by developing baseline performance measurements and comparing performance with the baseline. Prepares long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. Develops resource guidance for subordinate activities, and performs continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. Develops staffing and manpower standards covering complex program functions or missions involved in supply chain management, training, research, information management etc. Projects typically involve development of new approaches to identifying meaningful workload factors and performance quality levels, and determining accurate measurement techniques. Performs other duties as assigned.

Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial racking systems, monitoring expenditures and developing quarterly/annual/interim reports as required.

  • Must submit an SF50 (See Required Documents).
  • Security Requirement: Moderate Risk (5): This position requires completion & favorable adjudication of a Tier 2 (T2) background investigation prior to appointment, unless a waiver is obtained and approved.
Qualifications

To qualify for this position, candidates must have at least one year (52 weeks) of specialized experience equivalent to the (FV-H or FG/GS-12) level that is typically in or related to the line of work of the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Candidates must include specific examples in their work history to support how they meet the specialized experience.

Specialized experience includes:

Technical Writing skills required to review or finalize highly technical documents that explain to the public the decisions and data going into those decisions, using broad knowledge of applicable agency policies and regulation. These documents include but are not limited to National Environmental and Policy Act (NEPA), community noise concerns, congressional inquiries, or some other form of communication with the public.
