Duties

This Analyst provides expertise and program management support to the Office of Senior Technical Experts Staff, AIR-20. The Senior Technical Experts Program is a key resource in the FAA’s mission to apply a data-driven, risk-based, systems approach to standards development, certification, and oversight.

The Management and Program Analyst provides overall program management and analysis on a wide variety of critical office projects and programs, in coordination with leadership, staff, and technical experts as necessary, to enhance organizational efficiency and productivity. The Analyst independently plans time and work activities. Performs multiple, varying, and complex assignments under the minimal direction of a manager.

Applies experience and comprehensive knowledge of program management and analysis to provide program support across functional and organizational lines for both internal and external contacts. Assignments frequently require knowledge and experience working across functional and/or organizational lines to communicate the status of projects and/or policies; gather data/information to respond on program inquiries, to manage multiple ongoing projects and work activities in accordance with milestones; prepare and review reports and/or other documents; develop and recommend improvements to systems and/or processes to improve program efficiency.

Typical assignments also include:

  • Working collaboratively with staff, leadership, technical experts, and other stakeholders, as required, to ensure alignment with current national policy and ongoing strategic initiatives.
  • Monitoring for and tracking policy or guidance updates that impact AIR-20, to include FAA Travel Policy and AVS/AIR travel policy, both domestic and international.
  • Developing and maintaining tools to process, track, and report costs for AIR-20 travel and purchases through their life cycle.
  • Developing and maintaining tools to process, track, and report the status of onboarding and offboarding employees in AIR-20, including interns and detailees.
  • Developing and maintaining tools to process, track, and report action items assigned to AIR-20.
  • Fostering open exchange of ideas and information to develop solutions to resolve complex issues that involve input from different parts of FAA and/or other organizations.
  • As a spokesperson for AIR-20, explaining, advocating, and negotiating with individuals and offices internally and externally on program and project details associated with AIR-20 travel, purchasing, space allocations, and Information Technology and wireless equipment.
  • Providing analytical guidance to leadership, staff, and technical experts to ensure compliance with policies and procedures. Resolving all but unique problems without the intervention of management or a more experienced professional. Working with management to solve problems.
  • Performs other duties as assigned based on workload and priorities.

Established policies/procedures provide guidance for most assignments but require considerable discretion to select appropriate approach or develop new approach. Requires regular interpretation of internal and external policies and extrapolation from precedents, as well as explain information, advocate, and negotiate with individuals and groups internally and externally to resolve complex problems and arrive at a common understanding of issues.

Work is reviewed typically through status reports to ensure compliance and alignment with the requirements of the project or other work activity. The Analyst works effectively with others when diverse demands and shifting priorities are involved. The work activities of this position impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SOs, and may affect the objectives of the FAA.

Qualifications

SPECIALIZED EXPERIENCE: To qualify for this position at the FV-I, FG/GS-13 levelyou must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is defined as:

  • Experience managing multiple ongoing projects and work activities in an environment with shifting priorities and ensuring that milestones are achieved, and deadlines are met.
  • Experience collaborating across organizations and working in teams to accomplish organizational goals and objectives.
