This position serves as a Management and Program Analyst in the Federal Aviation Administration (FAA) National Engagement Strategy and Policy (ARA-200) Division, Office of Policy, International Affairs and Environment (APL), National Engagement and Regional Administration (ARA). The position reports to the Manager, National Engagement Strategy and Policy Division (ARA-200).
Duties
The position is responsible for providing leadership and oversight of the FAA’s initiatives focused on empowering FAA employees, other federal entities, and industry by offering policies that deliver innovative and practical solutions for community engagement efforts. The incumbent performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on significant work activities or as a project manager or team leader for large projects/programs/activities.
Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Provides staff support to the Manager, National Engagement Strategy and Policy Division on various community engagement aviation noise related matters. Prepares, assembles, and edits various community engagement materials, including briefing materials, presentations, talking points, publications, speeches, reports, and similar information. Assists and manages multiple internal databases related to community engagement and noise concerns that involve internal and external stakeholders. Collaborates and works closely with the manager and other staff on similar work products and requests to accomplish program objectives, providing backup support as needed.
Contacts are internal and external. May act as a point of contact to provide advice and guidance on applying policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Develops and maintains partnerships with internal and external stakeholders, including LOBs/SOs, FAA program offices, industry, academia, and governmental agencies.
Participates in organizational performance and business planning. Develops, implements, tracks, and manages the ARA-200 Business Plan. Advises and consults on FAA Strategic and ARA goals to establish and track progress on business plans and provides input on future plans and efforts related to their execution.
Develops and provides leadership and oversight to national-level community engagement in support of the FAA community engagement efforts. Serves as liaison to regions and program offices in support of the FAA community engagement efforts. Actively participates in activities related to the cross-agency governance of community engagement.
Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: providing guidance to less-experienced professionals; leading teams/projects; designing and recommending solutions to complex problems; preparing and reviewing management reports or contractual documents, and developing and recommending improvements to systems and processes to improve operational efficiency.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Ensures prompt response and appropriate level of follow-through.
Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.
