The candidate will serve as a frequency manager officer within Spectrum Engineering Services. The candidate may be required to work in geographically dispersed locations to meet mission requirements.

Duties

Performs work of broad scope and complexity which requires technical experience on complex systems and/or emerging technology, system interrelationships, and management of the National Airspace System (NAS), includes the systems and facilities that interrelate for the control of aircraft movement. Provides technical support in the analyzing, designing, modifying, developing, installing, repairing, fabricating, maintaining, or evaluating complex systems. Has broad frequency responsibilities in providing complete spectrum management support for a designated area or group of areas. Uses experience and knowledge of radio frequency management policies, dictated by the Federal Aviation Administration (FAA) and National Telecommunications and Information Agency (NTIA) to protect the integrity of NAS radio frequency assignments.

Applies broad experience and comprehensive technical knowledge of the capabilities, limitations, operations, design characteristics, and functional use of a variety of types and models of electronic equipment and systems to accomplish assignments. Investigates and analyzes Radio Frequency Interferences (RFI) issues/problems within the NAS systems and recommends solutions. Evaluates inputs from multiple data sources to identify and resolve radio frequency interferences. Provides guidance to other technicians and trainees regarding difficult technical and operational issues. Called upon to assist with NAS service or system restoration, providing guidance reconfiguration to minimize interruptions to ensure the safe and efficient operation of the NAS. Resolves all but unique technical problems, providing coordination and suggesting solutions.

Maintains the Automated Frequency Management (AFM) database of frequency assignments with up to date information. Uses automated radio frequency management tools such as FAA developed Automated Frequency Manager (AFM), Airspace Analysis Module (AAM), Radio Coverage Analysis System (RCAS), IPredict, and Microwave Spectrum Analysis Models (MSAM). Applies knowledge of spectrum engineering policies, procedures and guidelines to analyzes and evaluates diagnostic and system parameter data from multiple systems that are integrated to support a network of services or service products to correct spectrum engineering radio
frequency interferences, frequency assignments and timely restoration of equipment, systems or services within the NAS. Performs a variety of measurements utilizing electronic equipment (e.g. spectrum analyzers, oscilloscopes, etc.). Provides a high level of technical support associated with radio frequency management in the NAS. Ensures consistent Electromagnetic Compatibility (EMC) analysis is performed on all reported issues of Radio Frequency Interference.

Contacts are both internal and external to the FAA. Often represents the organization as a primary technical authority for major projects, programs, and other work activities to coordinate and implement plans, to obtain information or to resolve problems. Provides technical guidance for multiple systems and on the interpretations of spectrum policies and guidelines. Meets and consults with representatives of external organizations such as the Department of Defense (DOD), Federal Communication Commission (FCC), and others to resolve problems of mutual concern and to obtain cooperation and action favorable to the FAA.

Work is reviewed for compliance with established policies and sound technical and programmatic judgment.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience defined as:

  • Experience with the use of the Automated Frequency Management (AFM) program, Airspace Analysis Model (AAM), AND
  • Experience with Internet Radio Coverage Analysis System (RCAS), and Obstruction Evaluations (OE) for Aeronautical studies.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

Selective Placement Factors:

  • Experience in troubleshooting and resolving complex Radio Frequency Interference problems.
  • Experience in evaluating RF coverage of a wireless system.
  • Experience in applying radio frequency management policy as dictated by the FAA and the NTIA
