Air Traffic Control Specialist
Job Description:

This position is located in the Air Traffic Organization (ATO), Air Traffic Services (AJT), Operational Planning and Integration Directorate, Trajectory Based Operations (AJT-3200). Air Traffic Services provides safe, secure, and efficient management for the National Airspace System and international airspace assigned to U.S. control.

Duties

As an Air Traffic Control Specialist, the incumbent will provide subject matter expertise and serve as an interface focal between Air Traffic Services and those organizations providing shared services. Provides subject matter expertise for the assessment/ analysis of proposed policies and programs related to the development, acquisition, and integration of Commercial Space and Unmanned Aircraft System (UAS).

Provides assistance in the development of operational programs to ensure consistent communication across lines of businesses, service units and bargaining units; assists team manager with workload prioritization, resources allocation and tracking; and accomplishing organizational goals and objectives. Requires access and maintains confidentiality of classified information, such as: Intelligence Information; Sensitive Compartmented Information (SCI) and Non-SCI; and Special Access Information. Accesses classified information, receives classified documents, and receives and generates classified material.

Serves as liaison between field facilities and headquarters organizations to ensure timely, accurate, holistic, and coordinate responses and remedies to operational issues and concerns; provides timely and quality support services to ATO services delivery points and facilities; and maintains professional networks fostering open dialogue and exchange of information at the headquarters, service area, and facility level.

Develops reports, correspondences, briefing packages for communication with internal/external stakeholders; ensures that Air Traffic Services leadership is routinely briefed regarding the status of identified programs and projects of interest related to the efficient and effective management of the organization; and actively engages in the resolution of operational safety issues by partnering with FAA safety offices, and external parties, if needed.

Serves as liaison on Air Traffic Services matters to other organizations interfacing with officials at all levels within the ATO, Service area, and Service Center personnel, corporate FAA offices, the Department of Transportation, the Congress, industry ang the general public on matters relating to air traffic. the incumbent routinely interacts with National Air Space (NAS) users to ensure timely identification and resolution of issues.

Contacts are routinely internal and external to AJT and include Contracting Officers, Contracting Officer representatives, union officials, senior FAA management and parties outside of FAA, including Department of Transportation (DOT) and Congressional offices.

Serves as the focal point for coordinating responses to inquiries from senior FAA management and parties outside of FAA. Maintains an active relationship with national labor representatives to ensure collaborative responses to operational issues.

Applies experience and comprehensive knowledge of air traffic control procedures and operations as well as FAA programs, regulations, and missions. Must also apply comprehensive knowledge of staff programs (e.g., procurers, traffic management, quality assurance, training, automation) to carry out regional or national programs. Applies full performance level experience gained in an air traffic control facility. Work contributes directly to the accomplishment of air traffic and other FAA objectives and the efficiency and effectiveness of air traffic operations.

Employee is considered an authority in an assigned area. Most work is performed independently, though work is subject to review by program officials and representatives of external entities for quality of results and compatibility with regional and national goals, conformance with established policies, and consonance with program objectives. Work is typically reviewed through status reports and at completion. Plans own use of time and resources to accomplish objectives. Defines, organizes, and allocates resources to accomplish important work activities within established schedules.

To qualify for this position at the J-band you must demonstrate in your application that you have experience as an air traffic controller in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations. Creditable experience must have equipped applicants with the knowledge, skills and abilities to perform the full range of duties of the position for which application is being made.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience identifying conflicts in the development of air traffic control operational programs to include testing and training events that could impact the National Airspace Operations.

CEP/CP selectees will be required to certify eligibility.

The organization is going through a reorganization and once completed, this position will be realigned with AJT.
