Job Description:

This position will serve as the NAS Implementation Manager - the focal for the District or Service Area to Headquarters, Program Offices, airport users groups, state and city government, and the Department of Defense for the implementation and integration of NAS projects and activities.

Duties

Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. May act as a principal technical specialist or as a project/program manager or team leader for large work activities. Provides liaison and coordination of the NAS on all implementation and integration planned efforts between technical operations and air traffic operations. Provides operations advocacy functions for the Districts to the Service Area, Airports Districts Offices, Flight Standards District Offices, Headquarters, and Program Offices for critical NAS maintenance and infrastructure. Reviews, analyzes and makes recommendations on engineering plans and specifications for NAS modernization and transition projects, assists in preparation of risk mitigation plans, and develops detailed comments addressing maintainability issues for the District.

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to the discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of the major subdivision and LOB/SO when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include system design and integration; extensive research; and direct responsibility for project/program management. Analyzes impacts of proposed projects on NAS operations, monitors projects from all sources for conflicts within technical operations, and ensures that implementation plans for transition projects are thoroughly integrated with major NAS plans. Prepares briefings, presentations and/or point papers for coordinating the prioritization of projects within the Tech Ops District.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Provides validation of Life Cycle Management needs and coordinates with national, regional, and district staffs in the establishment of projects and in the accomplishment of NAS transition and integration activities. Reviews and validates Corporate Work Plan project submissions for Tech Ops District facility maintenance, sustainment and replacement project needs and operations emergency project funding needs. Incumbent interacts with financial and planning organizations to ensure adequate funding and estimates are available for the projects and programs, and dictates requirements in accordance with District objectives and strategies. Prepares recommendations for necessary movement of funds to ensure projects/programs are accomplished in a timely manner.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOB/SOs) and externally. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

Qualifications

Basic Requirements:

Degree: Professional Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

AND

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include: experience working collaboratively with HQ, program offices, airport users, and city, state and federal government, agencies and departments on implementation and integration of NAS projects and activities.
