What You Will Do:
Raytheon is looking for an experienced Principal Procurement Specialist to join its exciting and growing Electronic Warfare Systems (EWS) and Emerging Programs team in Goleta, CA. This position will support the Advanced Products & Solutions SBU (Strategic Business Unit) and reports directly to the Sr. Manager of Subcontracts for EWS and Emerging Programs.
In this role, you will develop and manage a portfolio of major subcontracts and procurement activities. You will participate in gate reviews and capture/proposal efforts, as well as facilitate relationships across organizations and suppliers. You will ensure all purchase orders and subcontracts are fully compliant to policies/procedures and to the Federal Acquisition Regulations.
Perform procurement and supplier management functions in support of U.S. Government purchase orders and subcontracts.
Administer and care for high dollar FFP purchase orders and subcontracts ranging from $5K to in excess of $10M in value.
Lead the supplier management team and be the focal point for supplier performance. Includes: RFP generation, Review adequacy of requirements flow-down; Development of negotiation strategy and lead multi-functional negotiation teams; Negotiation of price, delivery, payments and all contractual terms; Purchase order Placement and maintenance; Earned Value Management; Milestone monitoring and completion assessments; Trend analysis.
Perform Price and Cost Analysis. Serve as group level coordinator and program administrator for the High Risk Supplier Management and Company Supplier Risk Tool processes.
Communicate clearly, be proactive in a very fast paced environment, flexible, innovative, work with speed and agility yet be thorough, and facilitate tasks to completion.
This position is a hybrid role, and the candidate will work with the hiring manager to set schedule (anticipate estimate of 2 days per week onsite in Goleta, CA).
This position works a 9x80 schedule with every other Friday off.
Qualifications You Must Have:
Minimum of 5 years of supply chain/procurement/major subcontract management experience (DoD preferred) or an advanced degree in a related field and minimum 3 years experience.
Experience with New Business Capture and Proposal processes in a subcontracts management role
Experience working with FAR/DFAR
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer:
DoD procurement experience and working knowledge of Federal Acquisition
Strong negotiation skills - ability to lead formal negotiations and teleconferences (price, schedule, and supplier exceptions to contractual flow down requirements)
Proficiency to perform and comprehend price and cost analysis, source selection/justification, and analysis of supplier quotation.
Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and all levels of management.
Demonstrated leadership skills – influence, presence, ability to interface internally and externally with suppliers.
Strong analytical, problem-solving skills and ability to think strategically.
Excellent time management skills - manage multiple priorities simultaneously and meet team performance cadence (purchase requisition/purchase order updates, purchase order placement cycle time, supplier on-time-delivery and other company metrics)
Demonstrated understanding of all phases of sourcing and procurement execution
Strong knowledge and experience with Microsoft Office tools (Excel, Word, and PowerPoint)
Ability to travel domestically/internationally, if required
Regulations (FAR/DFARS)
Working knowledge of Raytheon systems, processes, and procedures
Level 4 acquisition certification
SAP experience

The salary range for this role is 85,000 USD - 179,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
