Position Summary:

The Buyer 3 is responsible for sourcing and procurement of direct materials for fabricated parts to support manufacturing operations and new business development.  Negotiates financial and delivery terms and places POs at the best total value (with verifiable justification) based on FAR (Federal Acquisition Regulations and Defense Federal Acquisition Regulation) requirements. Working closely with the sourcing /commodity manager and supplier quality engineer, recommends and selects alternate sources to leverage capacity, delivery, quality, and cost.  

Essential Functions:

Responsible for the procurement of fabricated parts, including but not limited to, machined parts, castings/forgings, extrusions and modified COTS parts while managing the entire procurement activities.  Accountable for supplier OTD and quality.  Represents procurement team in supplier meetings.  

  • Negotiates and executes long-term agreements (LTAs) and supply contracts to ensure the best value and uninterrupted supply of products.  
  • Spearheads source activities in liaison with Engineering, commodity manager/supplier quality liaison.
  • Evaluates bids and selects source for a variety of fabricated/machined parts and negotiates price, delivery while ensuring best quality.  
  • Researches, identifies, and develops alternate sources
  • Works with internal stakeholders and commodity manager for new supplier selection effort to mitigate supply chain risks.
  • Ability to fully interpret engineering drawings and specifications is required.  
  • Monitors and evaluates supplier performance. Resolves quality discrepancies by mediating supplier/manufacturing issues. 
  • Experience in a high-mix, low volume manufacturing environment desired.
  • Experience with ITAR, FAR (Federal Acquisition Regulations and Defense Federal Acquisition Regulation) procurement practices, price analysis/documentation compliance desired.  
  • Possesses excellent technical writing skills to objectively articulate and document spanet research data, cost elements and interpretation of engineering tech memos in support of fair and reasonable price justifications.

Qualifications:

•    Bachelor degree required; 7-9 years related buying experience and/or training.•    The Purchasing department is a fast-paced environment and requires a high level of organizational skills, efficient use of time, the ability to perform under pressure, manage multiple projects and continually meet deadlines.•    Experience in aerospace/defense manufacturing environment desired. Should be familiar with FAR requirements.•    Requires knowledge of purchasing processes, policies, procedures and an understanding of manufacturing processes.•    Ability to interpret engineering drawings and specifications.•    Must have sourced and purchased fabricated parts from blueprints, such as castings, extrusion, gears, tube assemblies, sheet metal, turning, milling. Must be skilled in negotiation techniques.•    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, internal and external customers.  Proficient oral and written communication in English.•    Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.•    In addition, must have the ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.•    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. PHYSICAL/MENTAL DEMANDS

  • Position involves sitting, standing and/or walking.  Position requires ability to frequently exert up to 10 pounds of force and occasionally exert up to 20 pounds of force to move or lift objects.
  • Vision requirements include the ability to work at a P.C. frequently.  Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.  While performing the duties of this job, the employee is regularly required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms.  Frequent use of keyboard.  In this position, the employee is regularly required to sit, and occasionally required to stand, stop or reach.  This position requires the employee can hear and speak clearly. Must be able to handle fluctuating workload and multiple priorities.  Accountability to established schedules and/or time pressures required.  Ability to handle pressure and to meet deadlines.  Extended hours and travel are occasionally required to meet job requirements.  
  • The noise level in the work environment is usually moderate.
  • Work area subject to both Air Conditioned and Non-Air Conditioning.  Most work is performed in an office environment.  Some time in shop floor area or receiving dock – no air conditioning.
  • Must have the ability to be flexible and deal with changing conditions as required.  Shop environment contains hazardous materials, dust, moving equipment, pneumatic equipment, hydraulic equipment, and metal chips from cutting, milling, drilling and turning operations.  Employee is exposed to moving mechanical parts.

  • The wage range for this role considers allowances for a number of factors, including but not limited to required experience, skill level, prior training, licensure/certifications, education, and other business needs. A reasonable estimate of the current range is $97,863 - $157,990.
