Serves as the Director of the Western Service Center and reports to the Executive Director, Service Center, Mission Support Services.

Duties

The Aviation Technical Systems Manager provides leadership, direction and guidance for the integration and implementation of Air Traffic Organization (ATO) activities within the Western Service Area.

The Aviation Technical Systems Manager serves as the Director of the Western Service Center, ensuring timely and quality support services are provided to ATO service units and facilities within the service area. The position is at the highest non-executive managerial level which manages the work of a large, multi-level organization typically through subordinate managers. As the ATOs primary point of contact for support services in the Service Area, the manager will interact with high level executives both inside and outside the Federal government to include FAA, ATO, Department of Defense, local and national law enforcement, the military, the private sector, members of Congress and their staffs in the regions and headquarters, and other principal agencies both local and national. Applies experience with the National Airspace Systems (NAS) equipment, procedures, or safety interventions, including their interrelatedness and functions in order to design, develop, modify, or evaluate the NAS. Identifies potential controversial issues within the NAS and makes sound recommendations to resolve them.

Applies detailed technical knowledge of the work as it relates to NAS systems and equipment, to ensure procedures and operations are directed toward continuous improvement of customer service, projects, and programs while ensuring they are aligned with ATO, Mission Support Services and FAA goals, objectives, and plans. Provides advice and guidance related the NAS, including operation, procedures and processes.

The employee has thorough knowledge of, and an understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. Applies experience and detailed knowledge of budget, management and human resources management and other administrative policies and principles. The manager is responsible for assignment of tasks and responsibilities, setting priorities, strategic planning, monitoring and evaluating performance of organizational units, managers and employees. Communicates the organizations vision and objectives, approves leave, selections, promotions, and takes or approves corrective/disciplinary actions. Coaches and develops staff and organizational capabilities, including ensuring staff obtain necessary training, improving the workplace, and engaging in conflict resolution. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Programs.

Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Implements national policies, procedures, and practices relevant to the service unit with respect to strategic planning, the organizational vision and mission, setting priorities, and evaluating technical and nontechnical performance of subordinates units. Directs actions to improve services within the Western Service Area through oversight of standards development, technical system procedures, and operational strategy. Communicates with a wide range of audiences to negotiate, persuade, advise, and develop goals and objectives, and ensure that goals and objectives are met.

Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Integrates the budget planning process to project short- and long-term needs while ensuring the efficient management and safeguarding of organizational resources.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience will include: Experience ensuring procedures and operations are directed toward continuous improvement of customer service, projects, and programs while ensuring alignment with established goals, objectives, and plans.
