Northrop Grumman’s Space sector is looking for a Deputy Program Manager 3 to support the Tactical Space Systems Division M1 Advanced Programs organization/business unit. The selected candidate will work with teams across multiple business units to coordinate all program planning and proposal activities, to create compliant, compelling business proposals that result in winning new business. This position is located on-site in Dulles, VA.
The primary objective will be the delivery of all proposals for the M1 Advances Programs organization, including a large program for a Space System Development and Production effort. This would include the following Roles and Responsibilities:
Lead the development of Program Execution Plans inclusive of all elements – from long lead procurement, critical design, supply chain, manufacturing, integration and test, launch, and mission operations.
Lead and deliver the Budgetary Planning Estimates.
Lead all costing efforts, supported by affordability initiatives to remain competitive.
Lead and deliver the Integrated Master Schedule.
Oversee the risk and opportunity development.
Lead and execute proposal management, partnered with designated PMs and Portfolio
Leads to ensure on-time delivery of proposals and cost/schedule contract deliverables; document lessons learned to improve processes.
Document and train proposal team on a standard proposal development and review process.
Integrate with key partners in other parts of the organization for smooth proposal deliveries.
Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
Ensure that all customer requirements are determined and are addressed in the proposal response, including use of SOW and compliance matrices.
Engage with Portfolio Managers to craft proposal strategy and develop compelling messaging to address Northrop Grumman strengths.
Create compliant, compelling proposals which clearly and succinctly address the RFP requirements.
Lead opportunity/awards plan reviews with BU leadership.
Basic Qualifications:
Bachelor’s degree in a technical, management, or business-related discipline with a minimum of 10 years’ relevant experience; OR a minimum of 8 years’ relevant experience with a Master’s degree in a technical, management, or business discipline. In lieu of a degree, 14+ years of applicable experience will be considered.
US Citizenship with an active TS/SCI clearance required for consideration.
Minimum of 5 years’ experience specifically in program management.
Experience leading proposals.
Experience leading and/or writing proposal volumes.
Ability to travel up to 25.
Strong attention to detail, as this position requires processing large amounts of data across dozens of work elements simultaneously.
Communications: The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs.
Planning, Scheduling & Earned Value: The ability to initiate, develop, integrate, execute, direct and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations.
Proposal Management: The ability to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses).
Ability to organize, balance and prioritize multiple tasks simultaneously in a highly dynamic environment.
Strong computer skills including MS Office, specifically with Powerpoint and Excel.
Preferred Qualifications:
Experience leading proposals greater than $100 million in value.
Excellent skills in critical thinking, writing, editing, visual element planning, and BOE development.
Experience with firm fixed price and cost type proposals, including cost volume development.
Understanding of Northrop Grumman Space Sector strategies, customers, and priorities.
Experience with NG tools including Salesforce, SharePoint, Tableau, Workday, etc.
Experience with organizational effectiveness and operations implementing best practices.
Advanced Data Analytics training and experience.
Prior experience with space development.
Technical Performance: The ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline.
Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Guides program team and support functions on how to take action to satisfy customer expectations.
Salary Range: $180,600 - $271,000
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
