Roles & Responsibilities
The Program Manager will be expected to lead the program team with a focus towards meeting the program specifications and milestones as regards performance to the deliverable specification as well as adherence to cost and schedule margin attainment. This individual will be expected to develop appropriate staffing, work and schedule plans for each of the elements of the program working closely with project engineering, test, quality and finance and contracts. In addition to him/her leading and managing the technical and business elements of the program, the Program Manager will be charged with communicating with business development in identifying other opportunities for growth within the existing program. The Program Manager will be the direct company and program representative to the customer.
The Program Manager will:
- Report to the Director of Programs. He/She will maintain an active and transparent communication/working relationship with Engineering, Operations, Test and Contracts.
- Oversee the development and performance of the program management team ensuring they have the budget and staff to perform the assigned tasks.
- Manage staffing resources to ensure not only numbers of staff assigned but skill sets to accomplish the program goals. Project forward in future months and forecast staff requirements and coordinate that with engineering.
- Track and report program performance with metrics to ensure performance and delivering of target financial margins to the program and business plan.
- Work to ensure that quality and safety standards are addressed or exceeded.
- Identify critical path activity and performance goals for the team monthly and present the same to management.
- Identify, assess, and mitigate potential risks to project
- The Program Manager will identify and report to management immediately any customer, contractual or technical performance issue which may jeopardize the performance of the program.
- Develop SOW, WBS, and IMS for new projects along with costing and schedule requirements
- Collaborate with the Leadership and other project managers to coordinate resource usage (personnel, test facilities, and production capabilities) to balance achievement of company and program goals
Technical Competencies
- 7 years of experience in engineering and program management working with DOD, Military Services and aerospace contractors in the area of jet engine manufacturing and supersonic and hypersonic propulsion systems or some similar programs.
- Competence in using program management software, Microsoft Office products.
- Microsoft Project is preferred for schedule and resource management however other tools are acceptable.
- A thorough understanding and ability to work with finance in the management of labor accounting, overhead management and government contract rules regarding contract performance and compliance.
- Experience with Quality Systems (ISO9000, AS9100 ) is optional, but preferred.
- Working knowledge of propulsion test cell process and coordination with engineering.
- Ability to develop and negotiate work plans with the customer and the internal support organizations in plant.
- Ability to read, analyze, interpret and present technical, financial and general business materials and information.
- Team facilitation skills.

Required Qualifications
- Bachelor’s degree in engineering discipline
- 7 years of experience required

- Master’s degree preferred
- 10 years of experience preferred
