Job Description
Key Accountabilities:
- As a subject matter expert, provides the technical lead in support of various systems to ensure safe and efficient operation; provides technical expertise in the maintenance and logistical support as a member of a multidisciplinary project team responsible for the national procurement and the installation and maintenance of these systems.
- Coordinates the work of employees and assumes responsibility for overseeing all internal and external stakeholders involved with the lifecycle management tasks.
- As technical lead for assigned projects, administers a work plan within specified schedules, a finite number of human resources and allocated budgets; distributes workload, coordinates, and oversees tasks among team members.
- Conducts feasibility studies and engineering investigations in the maintenance of various systems.
- Prepares plans and designs; performs research and development; investigates operational problems; conducts safety analysis, evaluates deviations to standards as submitted by technical operations and engineering, and provides waivers after ensuring that safety is not compromised.
- Evaluates client’s systems requirements; analyzes complex technical and operational problems.
- Identifies innovative technical solutions; coordinates civil and electronic engineering projects on site; accepts, commissions, and certifies new facilities; conducts the post-project review; manages the life cycle of configurations and facilities.
- All LCM activities must be conducted in compliance with the Technology Business Management System (T-BMS).
- All LCM activities also must be conducted in accordance to the Safety Management System (SMS).
Job Requirements
Education:
- Successful completion of secondary school and completion of a full time post-secondary course in electronics, telecommunications, or network technology at a recognized institution.
Experience:
- Extensive technical experience in analog and digital telecommunications and Internet Protocol (IP) routing and switching.
- Extensive technical experience implementing, testing, and/or troubleshooting telecommunications circuits and networks including Time Division Multiplexing (TDM), IP networks, and/or satellite systems.
- Experience in the application of NAV CANADA policies and practices gained through Supervisory liaison functions.
Knowledge (40):
- Thorough knowledge of electronic theory applicable to IP Networking and telecommunication systems and associated equipment used in the networking and telecommunications for the various electronic systems used in the Air Navigation System.
- Thorough knowledge of the telecommunications industry in Canada and the design, procurement, installation, and maintenance of telecommunications systems, circuits, and networks.
- Thorough knowledge of the Life Cycle Management role at NAV CANADA, including internal processes and the NAV CANADA Safety Management System
- Knowledge of project management principles and techniques, system engineering process and practices, business practices and decision-making techniques.
- Knowledge of Canadian and International organizations, regulations, and standards.
