The incumbent serves as a Logistics Management Specialist in the Property Support Branch located in a Service Area or Center. The primary responsibility of the position is to assist property custodians and delegates in physical control, accountability, utilization, disposition of government-owned, leased, and/or borrowed real and personal property, facility equipment, and fleet. May perform some leadership functions for small projects/programs and other work activities

Duties

The incumbent applies experience and advanced knowledge applicable to logistics management in order to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. The incumbent provides feedback in the planning, establishment, implementation, and maintenance of programs, policies, and processes to ensure compliance with applicable laws and regulations.

Typical assignments may include: Provides support for all property and material matters to include communicating advice, implementing and interpreting policy, recommending policy changes to property management and updates, monitoring trends and conducting analysis within the Property Support Branch; Reviews property policies, process and procedure guides and makes recommendations for improvements; Performs in-use personal property asset management; Assists customer in defining requirements; Maintains information and records in a variety of property, accounting, and financial systems; Maintains source documentation for transactions; Prepares documentation for the property disposals, transfers, and/or retirements; Provides information on, or access to, national data bases to customers; Performs other property management and related assignments.

The incumbent performs inventory management and other tasks supporting property retirements; Performs tasks related to motor vehicle fleet operation, use, and management: Analyzes and identifies data discrepancies and initiates corrective actions; Reviews exception/discrepancy reports and corrects transactions as required; Submits scheduled reports; Supports the receipt, storage, distribution, use, care, and protection of personal property; Identifies excess property for disposal; Drafts reports and/or documents for management to review for accuracy; Drafts changes to processes and/or procedures and recommends improvements to systems and/or
processes to improve operational efficiency.

He/She plans time and assists the manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs and work activities. The incumbent applies knowledge and experience in areas of established property management, audit activities and related areas, and automated systems and programs. He/She also applies knowledge and experience of the entire asset management life cycle from acquisition through property disposal. Has an in-depth knowledge, understanding, and interpretation of property life-cycle concepts, policy relating to property and best practices.

Contacts are internal and external, with regular contacts among major subdivisions and LOBs/SOs, customers, and other external parties to share information about logistics management programs. The Incumbent ls called upon to explains policies and procedures. Provides guidance as needed to property professionals in performing work assignments. Supports the Property Support Branch Manager, supervisors, or senior specialists in responding to inquiries, including Congressional and Freedom of Information Act requests, protests, claims against the U.S. government, and similar inquiries.

The incumbent is responsible for completing work assignments and maintaining the automated property system information by utilizing a variety of property and accounting systems to includes but is not limited to: Personal Property Inventory Management/Tracking System; Real Property Inventory Management System; Capitalized Assets Processing Suite (CAPS); Logistics Center Support System; Logistics and Inventory System; Financial Management System to include Project Accounting and Fixed Asset modules; Project Materiel Shipping and Receiving System (PMSRS); FAA Motor Vehicle System (FAA MVS); Purchasing and Procurement System; Purchase Card Institution System; Utilization, Screening and Disposition Web.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience in the management of personal property and facility equipment to support an agencies initiatives and organizations. Experience with real and personal property management, inventory management, property control, fleet management, and surplus property utilization and disposition.
