Northrop Grumman Mission Systems (NGMS) sector is looking for a Manager, Programs Level 1 to support the Tactical Fighters Sustainment Operating Unit (OU) in Baltimore, MD. The Tactical Fighters Sustainment OU provides sustainment efforts on F-35 EODAS (Electro-Optical Digital Aperture System), Radar, and Software Sustainment.  The OU maintains strong relationships with the prime contractor and direct with the Gov’t customer to bring needed readiness to the WarFighter.

What Youll Get to Do:

The primary objective will be the delivery of all contractual requirements on schedule and within cost, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.  This role will report as a Program Manager to a Senior Program Manager and EODAS Portfolio Lead in support of the program organization.  

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

  • Supporting a program organization as a Program Manager, that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
  • Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
  • Manage programs providing sustainment services for mission critical hardware and software.
  • Support the establishment of processes, success criteria, engineering and test support across programs.
  • Support development of presentations to executive management and other stakeholders.
  • Review and finalization of program Statements of Work.
  • Identification, distribution, tracking, and completion of program requirements.
  • Support the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Support of measuring and reporting program or NCTA (Non Contract Technical Activity) performance.
  • Establishment and management of the program and subordinate baselines.
  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
  • Identifying, allocating and managing program resources, including workforce planning.
  • Managing Government/customer supplied property or information (GFE, CFE, etc.)
  • Managing suppliers to meet program objectives.
  • Adherence to all internal processes, policies, and applicable industry standards.
  • Ensuring program team understands and adheres to contract scope and manages change through control board activities.
  • Development and adherence to master plans and schedules.
  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
  • Occasional travel to customer and supplier sites.

        

Basic Qualifications:

  • Bachelors Degree and 5 years or a Masters Degree and 3 years of relevant experience supporting U.S. Government contracts and customers and/or project management in other industries (Note: An additional 4+ years of applicable work experience may be substituted for a Bachelors degree).
  • Experience supporting the performance of tasks on schedule, at cost and achieving all requirements as either program manager, project technical lead, integrated program team or cost account manager.
  • Demonstrated experience leading and coordinating with indirect personnel/teams.
  • Proficient computer skills using Microsoft Office products (e.g. Word, Excel, PowerPoint).
  • Must possess excellent organizational, verbal, and written communications skills, to communicate effectively with all levels of management, customers, and individual contributors.
  • Must be flexible and demonstrate strong judgment/decision-making skills, and business acumen.
  • U.S. citizenship.
  • Active U.S. DoD Secret Clearance with the ability to obtain and maintain an SAP clearance after starting.

Preferred Qualifications:

  • Active U.S. DoD Top Secret clearance.
  • Prior experience in managing Software and/or IT programs.
  • Prior experience on F-35 Radar / EODAS or similar Sustainment programs.
  • Prior experience supporting sensor system, technology, development or production programs, operations management, knowledge of RF system products, capabilities and enabling technologies.
  • Demonstrated success as a program manager leading teams/and or organizations to achieve a common goal.
  • Project management experience in engineering, finance, logistics, operations or supply chain/subcontracts management.
  • Bachelors degree in Engineering or Masters Degree in Business Administration (MBA) with three years experience supporting Department of Defense (DoD) and/or Government contracts.
  • Prior experience with Earned Value Management (EVM) and MS Project.
  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
Salary Range: $120,800 - $181,200
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
