Northrop Grumman Mission Systems (NGMS) Secure Processing Operating Unit (SPOU) has an immediate opening for a Program Manager 3 to oversee a new development program onsite in Linthicum, MD. In this role, the selected candidate will lead a strategically important program, developing a next generation product line solution for SPOU.

What Youll Get to Do:

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are:

  • Directs all phases of programs from inception through completion.
  • Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  • Participates in the negotiation of contract and contract changes.
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
  • Develops new business or expands the product line with the customer.
  • Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:

  • Bachelors Degree and 8 years or a Masters Degree and 6 years of related experience to include professional and/or military experience with a background in project management, program management, engineering, capture efforts, and/or business management related functions.
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as the project or technical lead.
  • Experience with Earned Value Management (EVM) methodologies and tools.
  • Experience managing communications with all stakeholders, both internal and external, and creating trusted customer relationships.
  • Demonstrated business and technical acumen with the ability to solve difficult technical problems.
  • Proven ability to deliver effective communication verbally, written, and through well-crafted presentations across all levels of an organization.
  • Experience managing multiple projects and meeting demanding customer requirements/expectations concurrently.
  • Active DoD Secret clearance or higher (granted or renewed within the last 6 years or is enrolled in continuous evaluation) with the ability to obtain and maintain Special Program Access (SAP) shortly after starting in role.

Preferred Qualifications:

  • System/software engineering background.
  • Clear understanding of Agile Practices and Methodology.
  • Experience with specific tools available for Subcontract management associated with the terms and conditions of the Subcontract (Award Fee/incentive fee flow downs, supplier assessment/evaluation, Corrective Action Requests, Letters of Concern, etc.)
  • New business development/capture and/or proposal development experience including negotiation experience with DoD.
  • Experience with Jira and Confluence tools. Experience leading the performance of tasks on schedule, at cost and achieving all requirements as the project or technical lead.
Salary Range: $172,500 - $258,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current spanet conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
