POSITION SUMMARY:
Manage aircraft certification programs to insure timely completion. Serve as liaison between the Company, the Federal Aviation Administration (FAA) and Foreign Civil Aviation Authorities (FCAA) to assure continued operation under Organization Designation Authorization (ODA) and compliance with applicable regulations and policy for airworthiness and type certification.
ESSENTIAL JOB FUNCTIONS:
Primary focus is to manage certification programs from inception to Type Certification issuance including, but not limited to the preparation and presentation of preliminary familiarization with FAA personnel, project notifications, project specific certification plans, make application for new or amended Type Certificates, developing compliance checklists, coordinating ODA UM efforts as required, convening and/or attending project meetings, assist in obtaining TIA’s, prepare issue papers for special conditions, exemptions and equivalent level of safety, and preparation of Type Certificate Data Sheets. All work to be accomplished in accordance with the requirements of Piper’s ODA Procedures Manual, FAA – Piper Partnership with Safety Plan (PSP), FAA Order 8100.15 and all other applicable FAA guidance orders and policy.
Obtain U.S. and foreign Type Certification by acquiring government approval of Company type design data.
Monitor service problems, proposed rulemaking and approval of new or derivative aircraft. Obtain FAA approval of Service Publications as required and confer and/or correspond with FAA and FCAA to keep company management aware of possible difficulties and the current status of approved aircraft.
Advise personnel of procedures and requirements in situations pertaining to FAA and FCAA, by conferring with other members of the aviation industry and maintaining familiarity with Civil Air Regulation (CAR), Federal Aviation Regulation (FAR) and foreign certification requirements.
Assure continued operation under ODA and Production Certificate (PC) by working closely with the Director of Aircraft Certification Service and the Director of Quality Assurance to obtain successful completion of FAA audits and aircraft licensing.
Advise personnel of anticipated FAA position relative to specific problems, attend engineering and/or management meetings and provide necessary input and guidance.
Prepare and conduct company training to ensure continued compliance with FAA requirements.
Perform functions of Assistant ODA administrator as delegated by the FAA in accordance with ODA Procedures Manual.
Alert appropriate personnel to changes affecting the Company by reviewing the Federal Register and monitor regulatory change proposals, to assure the Company meets all regulatory requirements.
Interface with the Records department in the procurement of data necessary for litigation, to assure timely presentation as required by interrogatories and production requests.
Perform other related duties as required.
EDUCATION AND EXPERIENCE:
Bachelors degree in an engineering or technical discipline, (preferably Aeronautical or Aerospace), minimum of five years experience as an ODA UM certification engineer.
General knowledge of all phases of aircraft design, testing, approval, FAA certification, manufacturing, inspection and service, as well as thorough knowledge of FAA procedures and regulations, is required to perform the duties of this position.
