As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
The incumbent serves as the Program Manager (Branch Manager) for ASH, Command and Control Communications Division (AXE-400), Emergency Communications Branch (AXE-410).
Duties
As the Branch Manager for the Emergency Communications Branch, provides leadership for teams responsible for maintenance of technical sub-programs of the Airspace System Recovery Communications (NAS RCOM) Program and related emergency communications services. In this role, the manager hires and supervises program managers to oversee each of these teams, providing guidance and, as necessary, subject matter expertise on program functions and the related technologies.
The Branch Manager is responsible for the proper operation, maintenance, and security of multiple Government Information Systems. Serves as the System Owner for these systems or may delegate this authority to a qualified program manager as needed but will remain accountable for the successful execution of those duties as well as allocation of resources. Responds effectively and expeditiously during incidents to support FAAs senior leadership and the FAAs incident management and crisis response activities.
Applies multidisciplinary technical and analytical experience in managing the assigned program areas and provides sound advice and guidance to the Division Manager. Reviews and validates the strategic and operational plans submitted by each of the program managers and assists the Division Manager in the development and maintenance of the Divisions comprehensive five-year strategic plan and the associated deliverables (spend plans, capital improvement plans, annual goals, technology roadmaps, life-cycle management plans, etc.). Applies a thorough understanding of the principles of management and strategic planning and integrates the work of multiple organizational units/projects/programs to accomplish mission objectives.
Reviews and validates procurement requirements identified by the program managers and their teams and provide concurrence to the Division Manager, and, when necessary, serves as a backup to each of these program managers by providing team oversight, related procurement activities, and a backup/supplementary subject matter expert.
Directs the work of subordinate employees within a major subdivision and is responsible, through subordinate managers, for the day-today direction and supervision of program and office operations. Work is typically governed by established policies, procedures and mission objectives, which leave room for discretion. Provides guidance to subordinate employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems within their span of control, and develops recommended solution sets for current or anticipated problems which impact other Divisions, Program Office, Lines of Business, or the Agency as a whole. Leadership and managerial duties include strategic planning; communicating the organizations vision and objectives; setting priorities; prioritizing resources; assigning tasks and responsibilities; monitoring and evaluating performance of employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. Individual and organizational performance is reviewed periodically through organizational performance measures to determine success in achieving planned results. The Branch Manager has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the organization.
