Job Description:

This position is located in Management Services, Financial Services Directorate (AJG-R).

Duties

As one of several AJG-R Group Managers, the work includes a wide variety of complex administrative programs and support areas, as well as detailed knowledge of management and program principles to lead and direct a large, multi-level organization through subordinate team managers. Integrates the work of multiple organizations to meet strategic goals of the ATO and participates in strategic planning for the Federal Aviation Administration (FAA). These groups are responsible for budget execution and formulation, acquisition management, space/facility security management, and wireless and property management. The Program Manager serves as the Headquarters liaison with the Service Area Business Service Groups. Participates in the strategic planning for the FAA and make of financial and administrative services commitments for the ATO. Uses business intelligence for analyzing and delivering actionable information critical in providing services across ATO Service Units for purpose of making business decisions. This is critical work that directly impacts the safe and efficient operation of the ATO.

As a Group Manager applies a detailed knowledge of the technical aspects of the work directed and a thorough understanding of the principles of management and strategic planning to integrate the work of multiple organizational units and complex programs and across multiple functions based on the objectives of the ATO. Performs managerial functions for more than one organizational units, including: strategic planning; setting priorities; communicating the organizations vision and objectives; assigning work and responsibilities; coaching and developing employee and organizational capabilities; monitoring and evaluating the performance of employees, managers and organizations; approving leave; and taking and approving disciplinary and corrective actions as appropriate. Approves substantive personnel actions, such as selections and promotions, involving non-managerial employees. Uses detailed knowledge of budget and administrative policies and procedures, such as acquisition, space and property management, to define, plan and organize staff, and other resources. Leads and integrates the budget planning processes for all organizational units and programs under his/her control, and projects both short-term and long-term future needs. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Program.

Applies project/program management principles to manage projects/programs responsible for the analyzing, interpreting and communicating funding and performance metric information to enhance business acumen. Directs the extracting, organizing, filtering and analyzing large data sets from multiple administrative and financial systems to support critical financial decisions. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Guides ATO Service units in developing clear business decisions to ensure that task and workforce analysis processes are followed throughout the ATO. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines to meet ATO support needs. May participate in developing solutions to FAA-wide problems.

Contacts are routinely internal and external to the Group and Directorate and include subordinates, peers, higher level management, industry and stakeholders to discuss the statuses and results of projects/programs and to plan for the future. As the primary point of contact for policies and procedures or other program/project purposes, represents the Directorate and Management Services at conferences or meetings. Reviews and presents financial, program, and business services data to a variety of audiences.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14/15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

-Experience extracting, organizing, filtering and analyzing large data sets from multiple administrative and financial systems to support critical financial decisions.

AND

-Experience executing and managing ATO operations by providing financial guidance, oversight, and spend plan support
