Serves as a Safety Culture Team Member working with the Safety Culture Program Manager, applying knowledge of organizational effectiveness and psychology principals related to Safety Culture.

Duties

The project manager is a recognized subject matter expert in strategies that helps team optimize its workflow, ensure success, and measure the culture and climate of a large, diverse organization. Provides leadership for highly complex and challenging safety culture activities under the minimal direction of a manager or executive. Acts as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques to define and direct challenging safety projects involving the Safety Culture program initiatives. Conducts functional activities for projects/programs that often require the development of new and innovative approaches. Reviews and assesses current practices that promote safety culture to develop a comprehensive, phased communication plan.

Applies experience and expert knowledge of project management principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources, including identifying requirements, determining the scope, cost, and time, adapting specifications, plans, and approach to meet expectations and objectives. Identifies, defines, and organizes resources for large projects or other work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Works with program managers in the implementation of health and safety objectives for all employees. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Develops innovative and effective decision processes and methods to execute the work activities within the project plans for the Safety Culture program. Applies knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating in the organization. Uses techniques and principles such as appreciative inquiry to ensure consistent and unified safety messaging within AVP and AVS. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.

Provides support to cross-organizational teams to plan, organize, coordinate, resolve issues, and schedule programs associated with the collection and analysis of data aimed at assessing individual and group values, attitudes, and competencies. Manages and monitors the data collection using a variety of methods, including safety culture workshops, interviews, and survey development. Predicts, identifies and evaluates potential risks and proposes alternate ways to either avoid or minimize impact.

Applies strategic communication practices to support teams in the analysis and evaluation of current practices that promote safety culture to develop a comprehensive and phased communication plan. Assesses existing safety practices and communication efforts to enhance and promote a positive safety culture within the organization. Analyzes alternative approaches in the process of providing guidance and instructions to management concerning major aspects of technical, operational, and administrative program requirements to ensure understanding and compliance with appropriate policies, regulations and strategic goals.

Contacts are internal and external. Collaborates with national labor organizations to learn and share industry best practices to successfully modify and develop safety promotion material. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience with the collection and analysis of data aimed at assessing individual and group values, attitudes, and competencies. Experience assessing existing safety practices and communication efforts to enhance and promote a positive safety culture within the organization.
