Position Summary
The Corporate Proposal Manager is responsible for managing MAG strategic bid and proposal (B&P) efforts. The Corporate Proposal Manager will be responsible for preparing proposals, white papers, and briefings by determining concepts; gathering and formatting information; writing drafts; and obtaining submission approvals.
The Corporate Proposal Manager will be responsible for completion of all proposal and proposal related artifacts, i.e., planning, scheduling, organizing, and coordinating all elements of B&P support activity.
Essential Duties and Responsibilities
Duties include, but not limited to:
- Lead corporate and strategic bid and proposal efforts; in particular during the live proposal phase of the Business Development lifecycle
- Establish performance metrics and tracks progress on all assigned proposals, alert corporate leadership at times of risk or lacking progress
- Support BU resource allocation for large IDIQ and individual bid and proposal efforts
- Lead the proposal team (including technical writers and subject matter experts) in writing clear and persuasive content in a fast-paced, deadline-driven environment for competitive proposals
- Read, review, and dissect complex requests for proposal (RFP), requests for quotation (RFQ’s) and request for information (RFI) to determine scope and requirements
- Anticipate and communicate potential risk as appropriate on specific business- and/or process-related issues relating to proposals
- Collaborate with corporate and BU stakeholders to gather and obtain the necessary information to clearly articulate a winning strategy and compelling solution
- Research and combine information from multiple sources into a compliant, cohesive, easy-to-read, and accurate final product
- Coordinate and lead meetings at the pre-response and post-award phase with corporate and BU assets to ensure organization-wide compliance
- Ensure compliance with all proposal processes for all participants in the proposal process
- Responsible for document control using SharePoint and other resources relating to proposals
- Draft and prepare kickoff and periodic update slides regarding active bid and proposal efforts
- Execute and oversee color review process for assigned in-process proposals
- Support/participate in BD planning activities, to include pipeline reviews, operating plan development, Capture Status and Gate reviews, black hat sessions, win theme and discriminator sessions and proposal writing and reviews
- Coordinate meetings or data calls with teammates to develop insight on requirements, and capability gap analyses in support of teaming and bid/no-bid decisions
- Supports determining proposal concepts/themes by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings.
- Meets proposal deadline by establishing priorities, timelines, and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; coordinating submission of proposals.
- Gathers proposal or other necessary information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
- Develops customer engagement material or proposals by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, standards of performance, and evaluation; and writing, revising, and editing drafts including executive summaries, management plans, and other non-technical material.
- Prepares presentation by developing/evaluating text, graphics, and—for any hardcopy submissions—binding; coordinating printing for proposal materials.
- Maintains quality results by providing guidance to the proposal team; using/developing templates; following proposal-writing standards including readability, consistency, and tone; proofreading all proposal material; participating in maintenance of proposal repository/database.
- Assists the business development team in maintaining and updating corporate pipeline by providing relevant RFP updates via tracking sites such as SAM and GovWin.
- Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
Requirements
Knowledge and Skills
- Extensive knowledge of, and experience with, the entire business development process is required, and solid experience/understanding of contract types (e.g., FFP, T&M, cost plus), as well as non-IDIQ, IDIQ single or multiple award contracts, GWACs, etc. is expected
- Excellent communication skills and highly effective interpersonal skills are required as well as an ability to inspire confidence and provide proposal management leadership throughout the group and the company
- The ability and willingness to travel, as needed, is required
- Must have a working understanding of proposal content, customer requirements, and company capabilities/solution offerings, and a track record of managing winning proposals
- Experience in the Department of Defense and Joint markets, and familiarity with FAR and DFAR regulations
- Must be a hands-on collaborative proposal manager with a track record of leading large, complex strategic and tactical proposal efforts
- Must be able to multitask and manage multiple concurrent/overlapping proposal efforts
- Firm understanding of the Federal Government procurement life cycle, and participation in multiple government procurements in a business development, capture, or program management capacity is a plus
- Must have or be able to obtain at least a Secret security clearance
Education and Experience
- Prefer Bachelor’s degree in Business Management, English or other related discipline
- Minimum of 3 years of directly related experience as a Proposal Manager for a Government/DoD contractor
Preferred Qualifications
- Active Top Secret/SCI Clearance
- Shipley and/or APMP trained/certified
- Experience evaluating proposals for the Government

The projected compensation range for this position is $80500 to $149500 (annualized USD).
