Description:This position is for the Javelin Joint Venture (JJV) proposal manager. The Javelin Joint Venture is made of a Raytheon and Lockheed Martin partnership, as such, the LM JJV Proposal Manager will be responsible for all Lockheed Martin specific work scope as well as coordinating with JJV counterparts at Raytheon to generate consolidated responses to proposals, negotiations, RFIs, etc.

Responsibilities Include: Managing the development, planning/scheduling of proposals in accord with estimating policy as well as Federal Acquisition Regulations(FAR) & Defense Federal Acquisition Regulations (DFARS) requirements. Coordinating employee recruitment, training, performance assessments & assignments. Oversees the compilation of cost, schedule, & technical elements in the development of proposals in accord with request for proposal (RFP). Ensures comprehensive bid/price strategies are aptly shaped. Directs research & analysis of historical data & development of cost models to support proposals and determine accuracy of functional estimates. Represents the estimating organization with other functions & interacts with DCAA/other govt. agencies. Ensures Estimating & Pricing policies/procedures are followed. Integral member of the contract negotiating team. Supports/Leads proposal development activities, executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other audit agencies. Must be willing to travel to support JJV negotiations, proposal walkthroughs, JJV cost reviews, etc. as necessary.

- Strong communication / presentation skills
- Ability to work with and lead teams across multiple locations
- Experience with MFC Estimating processes and FAR / DFARS proposal requirements
- Experience with large, complex proposals
- Proven people and leadership skills

- Experience with Electronic Financial Systems (EFS) BOE tool / Pro Pricer
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
