The Naval Power (NP) Strategic Business Unit (SBU) has an exciting opportunity for a Senior Manager, Contracts within the Naval Radars program area. This role will support the SPY-6 portfolio including leading the Hardware Production and Sustainment (HP&S) contracts team and providing support to the Integration & Production Support (I&PS) team members. SPY-6 is the U.S. Navy family of radars that performs air and missile defense on seven classes of ships and is a giant leap in capability for the fleet. This area is a significant contributor to the NP Annual Operating Plan (AOP) with critical bookings, production and service efforts that are crucial to the mission. It is a exciting role in an exciting area working with high-performing teams and real-time evolving customer needs.
You will be responsible for contract customer communication, contract management, change management, fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications.
You will need to utilize regular application of deep business acumen and subject matter expertise to understand program performance requirements, provide guidance, and impact results in support of program and financial objectives. Additionally, the Senior Manager, Contracts is required to work closely with program management and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contract related matters affecting the portfolio.
You will represent Raytheon independently on significant transactions, work with both internal and external customers to ensure program performance, provide guidance, and impact outcomes to achieve desired results. You must have a track record of results in USG and preferably FMS contracting for both products and services Demonstrated knowledge of contracts policies, FAR and DFARS, proposal, negotiation and contract award process, and contract execution. The candidate should also have competitive contracting experience.
This position will be onsite. Applicants should be located within 50 miles of Andover, MA.
What You Will Do:
- Partner with SPY-6 leadership to successfully meet financial targets by overseeing contract requirements and driving cash collection to ensure on-time payment.
- Act as the primary interface to the external customers including NAVSEA and DCMA for all contractual execution matters.
- Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies.
- Professionally represent Raytheon on contractual transactions and work closely with customers to develop business relationships.
- Act as a lead for the analysis of Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contract execution, as well as general contract administration.
- Effectively manage contractual scope and terms and conditions to ensure work is performed to the overall contract scope.
- Identify, mitigate, and drive the resolution of contractual issues as they may arise.
- Provide guidance regarding contractual and business issues, advising management of contractual rights and obligations as well as mitigation of contractual/program risks.
- Be a strategic business partner that must ensure compliance with internal policies/procedures and the regulatory environment.
- Review Estimates at Completion (EAC).
- Support program management and execution reviews.
- Develop Intellectual Property and investment strategies.
- Provide guidance to senior management regarding contractual and business issues.
- Travel anticipated to support customer meetings.
Qualifications You Must Have:
- Typically requires a University Degree or equivalent experience and minimum of 10 years prior relevant experience, or an Advanced Degree in a related field with a minimum of 7 years of experience
- Experience in the management of USG contracts, preferably Foreign Military Sales (FMS) contracts, for both production and services
- The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security
Qualifications We Prefer:
- Experience in compliance with FAR and DFARS, and Global Trade requirements, including ITAR
- Excellent communication skills with demonstrated ability to influence leadership
- Demonstrated ability to work within a team environment and develop effective relationships based on Raytheon Core values respect and trust
- Demonstrated ability to develop effective and sustaining relationships with customers
- People management and / or leadership experience
- Experience with Incentive-type contracts, such as Cost-Plus Incentive Fee (CPIF) and Fixed-Price Incentive Fee (FPIF) contracts

- Excellent time management and organizational skills
- Demonstrated business acumen; ability to recognize risk elements in business transactions offering mitigation alternatives to business risk including contractual, financial, performance and schedule.
- Experience in intellectual property (IP) and data rights
- Team Player with positive attitude, strong interpersonal skills working effectively within team environment and with customers to develop relationships and drive results
- Advanced Degrees such as Juris Doctor or MBA
- Active US Government DoD Secret Security Clearance

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
