The Senior Project Manager / On-Site Supervisor will be the primary interface for the United States Coast Guard (USCG), Aviation Logistics Center (ALC) in Elizabeth City, NC providing centralized logistics support for all USCG aviation missions. The ALC currently completes depot-level maintenance (DLM) on each of the USCG’s aircraft. In support of the USCG’s DLM program, the USCG requires Aircraft Maintenance Services (AMS) for aircraft, components, Ground Support Equipment (GSE), Aircraft Life Support Equipment (ALSE), and various other parts and components in support of USCG aviation.
The Senior Project Manager / On-Site Supervisor manages day-to-day DLM support in accordance with (IAW) the scope of the Statement of Work (SOW). Coordinates and manages technical and administrative operations and all other aspects of the support program to ensure the timely availability of weapon systems to meet specified operational requirements. Ensures Contractor Maintenance Services (CMS) meet or exceed contract performance requirements. Provides expertise and advice on technical, and logistical matters and the effective use of CMS efforts. Coordinates maintenance program IAW with all applicable USCG maintenance management documents and directives.
The Senior Project Manager / On-Site Supervisor shall be a supervisory employee with management responsibility and full authority to supervise and manage Contractor personnel working on this contract and to make decisions regarding contract issues and employees performing under this contract.
TASK REQUIREMENTS
The Senior Project Manager / On-Site Supervisor duties shall include, but are not limited to:
- Shall have full authority to act for the Contractor on all matters relating to the daily operation of this contract.
- Efficiently manage the allocation of Contractor resources to support the Navy Conversion Project.
- Track and maintain accurate data concerning available hours for overtime and regular working hours for the Navy Conversion Project and PDM.
- Oversee the management of contract staff to ensure the timely completion of Navy Conversion aircraft.
- Ensure Contractor employees are following all applicable ALC instructions and policies.
- Manage and implement the contract by organizing, directing, coordinating, and implementing all activities.
- Supervise contractor staff to include addressing personnel issues, generating assignments, and setting priorities.
- Interact with Government program officials regarding issues and status of tasks.
- Provide a daily attendance report (PTO and call out) within one (1) hour of scheduled shift start.
- Attend weekly full-kit and production meetings as well as daily morning task meetings.
- The site supervisor is responsible for ensuring new hire orientation is complete along with the ALC familiarization tour.
- Coordinate financial and staffing resources.
- Monitor and analyze performance data and report results to the Government.
- Ensure Contractor employees complete all mandatory training requirements as required.
- Review and validate employee timesheets.
- Performs other duties as assigned.
