  • Position Description
  • The contractor shall assist with cooperation and liaison between contractor  management and RSLFAC staff members. 
  • Duties and Responsibilities. 
  • Represents the MSS Program Management in personnel supervision and  managing other site contractor personnel and in the day-to-day dealings with the U.S. Government representatives at assigned or other locations as needed. 
  • Interfaces with the RSLFAC Commanders, supervisors, and section chiefs at assigned site in reference to areas of responsibilities, performance evaluations, vacation, inter- personnel relationships, MSS contractor capabilities, and limitations. Shall use U.S. Government regulations and guidance on activities which may touch on contractual matters. 
  • Shall assist the MSS Program Management and where needed the RSLFAC Commanders, staff officers, and section chiefs in the development and implementation or up-dating of plans, programs, and procedures required to fulfill operational requirements of the RSLFAC. 
  • Visit the RSLFAC and/or MSS/PSS contractor headquarters periodically as directed to receive guidance on present and future requirements. 
  • Attend meetings at assigned site or other locations as directed by the RSLFAC Commander, Contractor Senior Management, or U.S Government representative and provide summarized reports. 
  • Conduct studies and/or research on subjects as directed by the RSLFAC and/or Contractor Senior Management. 
  • Submit required MSS/PSS contractor reports and other periodic reports summarizing problems encountered and recommending resolutions. 
  • Assist the MSS Program Management in his responsibility for the coordination of contractor personnel matters pertaining to RSLFAC passes, visas, personal effects shipments, drivers’ licenses, vehicle use and maintenance, medical needs, in/out processing, courier service, timesheet compliance and submission, telephone bills, mail service and maintaining an emergency relocation system for personnel requiring expeditious return to the contractor personnel’s home of record. 
  • Assist the MSS Program Management with the responsibility for the welfare of the contractor personnel at assigned location as his primary concern. 
  • Ensure all incoming personnel receive a thorough orientation on the laws, tradition, and culture of Saudi Arabia and update all personnel on a 6-month interval. 
  • Ensure all personnel are made aware of the negative results of unacceptable behavior at any time and the impact it will have on future employment. 
  • Ensures adequate office supplies are ordered and available and runs the on-site office.  
  • Site Coordinator may handle a petty cash account. 
  • Responsible for on-site MSS personnel matters, composes letters, warning letters, and memorandums as required. Maintains pouch mail for daily distribution and assist personnel in filling out employee order requests, leaves, timesheets etc.; including the recording and issue of monthly evaluations and submission of MSS Timesheets. Maintains and secures all MSS official files. 
  • Assists MSS employees with registration with the U.S. Embassy, receiving and distributing Embassy warnings, and submission of quarterly reports regarding U.S. employees and dependents as needed. Also, assists MSS contractor personnel with renewal of passports, power of attorney requirements, and other legal or coordination requirements. 
  • Other duties as assigned. 
  • Qualification and Experience. 
  • Must be a high school graduate. 
  • A Bachelor’s Degree is desired. 
  • Former KSA or US Aviation Officer, Warrant Officer, Or Senior Enlisted is desired. 
  • Five (5) years of experience in personnel and operations management is required. 
  • Previous working experience in Saudi Arabia is required, and work experience military or civilian at any RSLFAC locations is desired. 
  • Must have demonstrated communication skills, oral, written, and typed, in the English and Arabic Language is a plus.
