WHO YOU ARE
Lockheed Martin (LM) Radar and Sensor Systems (RSS) is seeking a Staff Contracts Manager to join our team of Contracts Professionals. This position is key in leading the contract management activities for the highly strategic TPY-4 Next Generation Radar within the Ground Based Air Surveillance (GBAS) Contracts Sub-Market Segment. You will manage contracts throughout their lifecycle, working closely with internal teams to ensure compliance with contractual requirements, mitigate risk, and support successful program outcomes. This position requires a strong background in US Government contracting, direct commercial sales, and new business capture.

The TPY-4 program is located in Lockheed Martin’s facility in Syracuse NY, As such the preference for the successful candidate is to be located in Syracuse. Candidates located near LM’s Moorestown NJ and Owego NY facilities will be considered. This is a hybrid role requiring some time to be spent on site. This role will also require occasional business travel to both domestic and international locations.

Key Responsibilities
- Manage and administer U.S. Government and Direct Commercial Sale contracts ensuring compliance with FAR, DFARS, and other applicable regulations
- Directly interface with customers, subcontractors, and government agencies on contract-related matters.
- Lead contract negotiations for new awards and contract modifications
- Support the proposal process by reviewing terms and conditions, identifying risks, and providing guidance on compliance
- Monitor contract performance, ensuring timely submission of deliverables and adherence to contractual obligations
- Work closely with legal, finance, and program management to resolve contractual issues and support program success
- Maintain up-to-date records of contracting actions
- Handle contract modifications, amendments, and extensions ensuring accurate documentation and execution.

Basic Qualifications:
- Bachelors or Masters degree from an accredited college or equivalent experience/combined education.

- Experience with contract negotiations and administration of both U.S. Government and direct commercial sale contracts

- Strong organizational skills, attention to detail, ability to work independently on complex contractual matters

- Familiarity with Lockheed Martin contract management tools such as the Electronic Contracting Environment (ECE), Proposal Log Database, Solutions Business Manager, E-EPP, Lockheed Martin Command Media, IBNS, and the PIA system

- Ability to collaborate effectively with internal teams and external stakeholders
Desired Skills:
- Excellent written and verbal communication skills, with an ability to persuade and motivate action

- Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) certification is a plus

- Experience with multiple contract types (FFP, FPIF, CPFF, CPAF/IF, T&M).

- Ability to handle multiple assignments simultaneously and achieve program goals and deadlines in a fast-paced environment.

- Ability to work independently with general supervision.
- Experience in structuring contracts with Lockheed Martin Global, Inc. (LMGI)

- Comfortable with international travel and the ability to act as an authorized, empowered contracts representative for direct commercial sale transactions

- Understanding of the LM Delegation of Authority (DOA), and Executive Planning Panel (EPP) process

- Currently possess and be able to maintain a US DoD SECRET clearance

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Washington or Washington DC is $91,300 - $175,000 . Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidates work experience, education/ training, key skills as well as spanet and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.

This position is incentive plan eligible.
Pay Rate:
The annual base salary range for this position in most major metropolitan areas in California and New York is $105,000 - $197,800. Please note that the salary information is a general guideline only.
