OnsiteCollins Aerospace in Windsor Locks, CT, is looking for a Subcontract Program Manager who will lead the subcontracting effort for Mission Systems’ major programs and implement the overall subcontract management plan, proposal review criteria, analysis, and evaluation including overseeing design and development scope, production, service support, and product enhancement efforts. The ideal candidate will act as Business Advisor and primary contact to internal customers; employs business acumen and experience to provide spanet knowledge, supply chain solutions, and proactive support to key programs while building and maintaining relationship with value stream leaders, key strategic suppliers, and other supply chain professionals.
Position will work primarily onsite. This position may be eligible for relocation assistance.
What You Will Do
- Manages contract performance for conformance to original proposal scope and program baseline cost, schedule, and milestone deliverables
- Drives inputs from procurement specialists and buyers to validate open commits, material projections, and delivery metrics to report financial risks and opportunities to the program
- Briefs Senior Management as required, attends weekly IPT cadence reviews with suppliers and/or periodic upper management program reviews, EACs, and stakeholder meetings
- Makes supplier visits as required to enforce adherence to contract deliverables, requirements, and project schedules
- Collaborates with Supply Chain Contracts and Legal to establish terms and conditions that reduce risk to Collins
- Plans and leads drafting, reviewing, and negotiating of terms for subcontract agreements
- Maintains the purchase order revisions for scope and funding changes, requirements flow down, supplier deliverables list, modified terms and conditions, and delivery dates
- Controls and minimizes risks for scope creep, disputes, claims, or overall program recurring and NRE cost growth
- Project and program management. Responsible for execution of programs in excess of $50M (total program) with significant subcontract content that represent as much as 50 of the total program value or critical portions of the program
- Strong leadership and communication skills. Serves as the prime spokesperson for the organization on matters relating to supply chain policies, programs, capabilities, and long-range goals and objectives
- Analytical and Problem Solving skills. Requires a high degree of ingenuity, creativity, and innovativeness to counter frequently unique challenges and of unusual complexity
- Vendor risk management. Exercises independent judgment in methods, techniques and evaluation of supplier performance, cost structures, milestones, and risk management
- Financial and business acumen. Ability to manage budgets, understand spanet analysis, and contribute to pricing strategies
- Relationship management. Creates formal networks involving coordination among Collins subject matter experts, suppliers, and members of the IPT
- Travel expectations to supplier facilities within the continental U.S.A. (mostly in NY, MA, CT, CA, NJ, TX, FL, NC) will be as much as 20 or quarterly for program reviews, project status, or to support customer/end user visits. This will be as needed for contract negotiations, compliance audit, design reviews, supplier development, oversee production progress, or resolve issues in person.
Qualifications You Must Have
- Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience or in absence of a degree, 9 years of relevant experience
- U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
Qualifications We Prefer
- Experience in working with or managing cross functional teams in engineering, quality, finance, VSL, legal, procurement, operations
- Prior subcontract management, procurement, or supply chain in the aerospace or defense industry
- Managing supplier relationships, and contract negotiations
- Project or Program Management roles with increasing responsibilities
- Experience with government contracting and regulations and/or familiarity with Federal Acquisitions Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS)
- Experience in SAP Prod and Ariba
- Project Management Professional (PMP) certification from the Project Management Institute (PMI)
- Certified Supply Chain Professional (CSCP) or Certified in Production and Inventory Management (CPIM) from APICS

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
