Purpose of Position
The Subcontracts Manager will serve as an agent of the company and will be responsible for liaising and coordinating with all stakeholder organizations to ensure the subcontract management team meets contractual, business development and program management needs. The individual assigned to this position will support new business requirements to include initiating make/buy decision, source selection, issuing request for proposals (RFPs), participating in technical evaluations and development of Basis of Estimate. The Subcontracts Manager will review and negotiate terms and conditions; ensure compliance with appropriate prime contract flow downs, advise management of contractual rights/obligations and means to mitigate contractual/program risks; process, release and manage subcontracts; maintain subcontract files; and work within a cross functional team to administer subcontracts and support internal enterprise system input requirements in accordance with company policies. Serves as primary point of contact for resolution of subcontractor issues; develops and maintains subcontractor relationships; and supports program meetings and financial/operations reviews.
Tasks and Responsibilities
Essential Functions and Responsibilities:
The scope of responsibilities may include, but is not limited to, the following:
- front-end engagement in analyzing Customer RFPs
- structuring sound business arrangements
- developing RFP packages
- analyzing supplier quotes/proposals
- performing cost/price analyses
- developing negotiation strategies
- leading subcontract negotiations
- providing governance to the program team in carrying out the terms of the subcontract
- offering solutions to mitigate contractual/program risks
- acting as the official point of contact with subcontractors for all contractual matters
- driving closure to contractual issues
In addition to:
- Utilizes source selection techniques (best value, total cost of ownership, etc.), manages supplier performance to cost, delivery/schedule, quality, technical and programmatic/contractual requirements.
- Develops and executes a sourcing and subcontract program management strategy that addresses overall program capture needs and execution
- Manages the quality and timeliness of work assignments within the subcontract team and establishes, as required, policy and procedures related to contract negotiation and administration and subcontract solicitation, award, and administration
- Works closely with the Contracts, Proposal and Finance teams, specifically responsible for the accuracy and completeness of subcontracts and cost proposals prior to submission to the customer
- Ensures appropriate administration of subcontracts after award, including interaction with the subcontractor, review and submission of data deliverables, interpretation of contractual requirements and performance monitoring
- Supports the preparation of Engineering Change Proposals, Contract Change Proposals, and Advance Change Study Notices
- Collaborates with the Director, Procurement to establish and implement procedures necessary to ensure compliance with terms and conditions of all subcontracts
- Reviews solicitation and contractual documents to assure contractual/financial risks are identified and mitigated, the contractual rights of the corporation are protected, and EBIT and cash flow opportunities are maximized as related to subcontracts
- Develop, review, approve and execute contractual documents on behalf of the corporation
Other Duties and Responsibilities:
- Experience as, or directly supporting a Small Business Liaison Officer (SBLO) is a plus
- Maintain familiarity with on-going technical aspects of the programs assisting subordinates, program management, and technical staff when required
- Maintain currency with all aspects of both the prime contracts and subcontracts, including the Statements of Work, System Specifications, Contract Clauses, Special Contract Requirements and all attachments
- Develop, review and/or approve correspondence with subcontractors, internal customers/stakeholders, and leadership
- Participates in Program Management Reviews, System Progress Reviews and System Review boards as required
- Provide support to front-end strategic assessment of business pursuits, including negotiation strategy
- Travel as required, occasionally on short notice
- Performs other duties as assigned
Supervisory Duties: The Subcontracts Manager position is an individual contributor role without supervisory duties.
