The Supervisory Airway Transportation Systems Specialist functions as the Manager for the National Airspace System (NAS) Services Operations Branch, AOV-250.

Duties

The Supervisory Airway Transportation System Specialist integrates the work of multiple organizations to meet strategic goals of the AOV, the Air Traffic Safety Oversight Services, and the FAA, participates in strategic planning for the FAA, and makes commitments for a major organization. Applies detailed knowledge of the technical aspect of the National Airspace System (NAS) and operations to direct the staff in the review and analysis of safety data from multiple sources to be able to identify potential aviation safety issues and emerging and changing risks and take measures to correct and/or prevent safety issues. Evaluates the impact of proposed changes in the air traffic procedures, equipment, and technologies. Applies a comprehensive understanding of the objectives of the major subdivision, AVS and the FAA. May participate in developing solutions to FAA-wide problems.

Directs the staff in conducting technical reviews in support of policy development and approvals granted to the ATO. Conducts surveillance and safety oversight activities such as audits, assessments, and inspections. Ensures continued National Airspace System (NAS) operational safety of the Air Traffic Organizations (ATO) air traffic facilities, equipment, locations, and elements within an established AOV geographic area of responsibility through the execution of AOV surveillance activities such as audits, assessments, inspections, and facility-specific safety standards. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. Works collaboratively with key ATO personnel from Safety and Technical Training, Air Traffic, and Technical Operations Service Units as well as the NextGen Office and the Airports line of business, among others. May represent the major subdivision, AVS, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Performs managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Additional supervisory responsibilities may include the managing of employees time and attendance and labor distribution reporting.

Monitors training requirements to ensure that branch staff completes mandatory training to meet AOV deadlines. Identifies and screens training opportunities for branch staff to ensure that branch staff stay at the leading edge of skills needed to function successfully as team members. Interacts with employees and management to access training needs and to develop a plan of action to achieve desired results. Maintains liaison with FAA counterparts and others, to keep abreast of state-of-the-art technological developments and trends.

Provides guidance to managers and employees for preventing and resolving operational and technical NAS issues without the intervention of higher level management except where AVS or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines.

Qualifications

To qualify for this position at the K-band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience reviewing and analyzing safety data for identifying potential safety issues and emerging and changing risks; and take measures to correct or prevent safety issues. Experience in evaluating the impact of proposed changes in the air traffic procedures, equipment, and technologies.
