This position is located within the Air Traffic Organization (ATO), Technical Operations Services (AJW) in NASEO Security & Enterprise Operations (AJW-B000).

Duties

The Supervisory Airway Transportation Systems Specialist is responsible for directing the work of subordinate employees and/or managers for multiple organizational units/projects/programs across multiple function and/or disciplines within a major subdivision.

Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include strategic planning, communicating the organization’s vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring, and evaluating performance of organizational units, coaching, and developing staff and organizational capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary action, as appropriate.

The Supervisor creates and maintains a supportive work environment that promotes collaboration and open communication between employees and management. Inspires, coaches, and guides staff members in accomplishing desired goals within a complex and changing environment. Promotes, supports, and participates in the FAA EEO Program. EEO issues are identified, resolved, and coordinated with EEO official as required.

Applies a comprehensive knowledge of the technical aspects of the work directed, an advanced knowledge of budget, personnel, and other administrative policies and procedures, and an understanding of the objectives of the organization. Directs one of three groups in an Operational Control Center (OCC) that monitors and controls National Airspace System (NAS) performance and maintenance for approximately one third of the United States. Assists in coordinating system performance with internal and external users to maximize airspace efficiency.

Has responsibility for the overall administrative and technical direction of the assigned workforce consisting of team leads and specialists involved in providing NAS services to Enroute/Terminal air traffic control, commercial airlines, and general aviation aircraft. Defines, acquires, and allocates budget, staff, and other resources necessary to accomplish the goals and/or objectives of the OCC. Participates in the planning and execution of organizational goals utilizing strategic planning and sound management principles to accomplish mission objectives. Reports to the National Operations Manager in National Enterprise Operations in Technical Operations Services.

Work is typically governed by established policies, procedures, and mission objectives, which leave considerable room for discretion. Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake.

Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/programs with the tactical and strategic (short-term and long-term) objectives of the major subdivision and LOB/SO.

Qualifications

To qualify for this position at the K-band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is: Experience applying knowledge of the NAS to improve business processes, resolve complex technical issues with external and internal entities, and ensure all services are maintained and available for the user.
