Job Description:
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. This position is located in the Safety and Technical Training Service Unit, Safety Directorate, Safety Services Group, Headquarters Runway Safety Team (AJI-1550).

Duties

The Team Manager applies advanced technical knowledge of National Airspace System (NAS) equipment, technologies and operations to serve as the Headquarters Surface Safety Program Manager. In this capacity, he/she directs a subordinate staff consisting of senior technical specialists responsible for leading National runway safety teams, developing policies, responding to requests for information, and monitoring trends. The objective of these responsibilities is to improve surface safety by decreasing the risk of runway incursions, runway excursions and other surface incidents. This work is a critical area of safety oversight and directly affects the safety of the NAS.

He/she applies advanced knowledge of the technical aspect of the work directed, specifically as it relates to the NAS, runway safety systems and technologies and operations to analyze and evaluate complex systems designed to prevent runway collisions, incursions and accidents. He/she manages and communicates the work of the Runway Safety Council. He/she uses experience participating in local runway safety programs, regional runway safety programs, or the Surface Safety Group to establish and participate in work groups to establish consensus among Runway Safety stakeholders on policies to assess and quantify the risk in runway safety events. He/she participates in the process of creating annual Runway Safety Action Plans and Action Items.

The Team Manager utilizes skill and expertise applying program/project management principles to formulate positions and to establish and oversee financial, business and planning activities to support regional Runway Safety Action Teams (RSAT). He/she plans and communicates the Safety Directorates vision and objectives. He/she applies an advanced knowledge of human resource policies and procedures to set priorities; assign tasks and responsibilities; and to monitor and evaluate performance. He/she exercises the full range of supervisory responsibilities including coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Programs.

He/she applies an advanced knowledge of budgetary policies and procedures to define, plan, and organize assigned budget, staff, and other resources to accomplish objectives for the Regional Runway Safety Action Teams. Manages budget and either reallocates resources among the RSAT Teams and/or request additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Contacts are routinely internal and external to the Safety and Technical Training Service Unit and include Regional Administrators, representatives from the pilot association, national labor organizations and aviation industry. He/she coordinates runway safety initiatives with internal stakeholders including, Flight Standards, FAA Airports, Air Traffic Operations, and NextGen. He/she oversees regular National Runway Safety Governance meetings with Regional Administrators and that executive outreach toolkits are made available to the Regional Administrators to enable them to promote runway safety at regional events. Contacts also include representatives from international, state, and local governments and airport authorities. Represents the Service Unit on the Runway Safety Council and has authority to make commitments on areas within the assigned area of responsibility. Communicates the Director of Safety’s vision and organizational objectives to stakeholders and customers throughout the assigned service area. The Team Managers work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

Experience developing reports and policies on safety and risk management programs to recommend policy and/or procedural corrections.

Experience with local runway safety programs, regional runway safety programs, or the Surface Safety Group to establish and participate in work groups to establish consensus among Runway Safety stakeholders.
