Job Description:
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The position will reside in the office of Acquisitions and Contracting, System Operations Contract Division, AAQ-400.

Duties

Serves as a Contracts Branch Manager in the office of Acquisition and Contracting (AAQ). Incumbent has responsibility for overseeing the award and administration of all contractual actions for assigned customers and programs, including a full range of types incorporated in complex hybrid contracts as well as acquisitions for major NAS systems. The incumbent will be recognized as a subject matter expert (SME) and provide leadership for highly complex and challenging activities. Additionally, they will develop new and innovative approaches, methodologies, and techniques to define and direct challenging projects, programs, and activities.

In addition to leadership responsibilities, the incumbent also maintains Level 3 Contracting certification and an unlimited Contracting Officer warrant.

Primary responsibilities include, but are not limited to, the following: providing leadership direction and guidance to branch personnel; managing work assignments and distribution across the branch; serving as an advisor to agency officials on acquisition strategies and standards; establishing and implementing operating policies and procedures for the branch; ensuring functions are carried out in accordance with applicable laws, regulations, and agency policy; implementing consistent standards and best practices across the branch; reviewing, monitoring, and evaluating the effectiveness of branch procurement functions; and collaborating with other branch managers and the division manager and actively engaging as a member of the division leadership team in the leadership of AAQ and division initiatives.

The incumbent supervises the work of subordinate employees, plans and assigns tasks, monitors and evaluates employee performance, and approves employee leave.

Positions are at the highest non-executive managerial level in a particular job category. Manages the work of a large, multi-level organization typically through subordinate managers. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization.

Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Work includes complex projects/programs based on the objectives of the major subdivision, the LOB/SO for the Agency. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff as they administer complex, hybrid contracts and lead complex acquisitions for major systems; develop organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the major subdivision and LOB/SO.

Basic Requirements for Pay Bands FV-K:

(1) 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and

(2) 4 years of experience in contracting or related positions; At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower pay band or grade of the position, and must have provided the knowledge skills, and abilities to perform successfully the work of the position; and

(3) Completion of training for Level I, II or III certification. Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level. Applicants must document successful completion of core course work or evidence of certification.

SPECIALIZED EXPERIENCE REQUIREMENT: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience applying expert knowledge of federal acquisition laws and regulations, and various types of contracts, to provide advice and guidance to subordinate staff and senior level management.

Employees in 1102 series positions will be considered to have met the basic requirements for positions they occupy on January 1, 2000, if specialized experience requirements are met. This applies to other positions at the same pay band/grade in the FAA or other Federal agencies. To qualify for a position at a higher pay band or grade, he/she must meet the requirements and specialized experience as stated.
