Job Description:

Serves as supervisor over a Supply Support Team responsible for a major National Airspace System product portfolio.

Duties

This position resides within a functional Supply Support Group at the FAA Logistics Center. The incumbent oversees key aspects of the groups supply support activities required to accomplish the core supply chain mission of the organization. This includes critical resource allocation decisions for parts, adjusting work assignments and/or staffing levels based on mission needs and budgetary limitations, and providing expert guidance to the Supply Support Group and other functional groups on matters relating to their assigned product portfolio. The Supply Support Team supervisor is directly accountable to the manager of the functional Supply Support Group.

Typically directs the work of subordinate employees for more than one program within the supply support group. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the group. Managerial duties typically affect employees in more than one program, and include planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate.

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one program. Manages budget and either reallocates resources among programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Oversees planning and execution of supply chain funds to replenish and repair parts. Utilizes established forecasting tools like the Inventory Replenishment Requirements to assess the status and health of the supply chain. Monitors and prioritizes spending to ensure optimal parts delivery performance for customer orders.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the group. Organizes and assesses needs for formal contracts and other strategic acquisition approaches to meet mission need. Oversees development of contract packages within team and ensures adherence to Acquisition Management System policies and appropriation law. Has working knowledge of the various data and inventory systems utilized by the organization to manage the supply chain of the National Airspace System.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other program purposes. Has authority to make commitments for subordinate organizational units, within guidelines. Understands the importance and role of supply support within the broader Integrated Logistics framework. Collaborates with other functions across the supply chain to ensure products are
being moved in a timely, efficient manner to meet established lead times. Engages with vendors and external stakeholders to communicate repair or delivery status, elevate priorities, and resolve issues leading to backorders and/or longer than expected delivery time frames. Routinely interacts with stakeholders across the FAA to include the field, second-level engineering, and program offices and is a primary focal point for Logistics on supply support topics.

Regularly monitors key metrics and sources of data that provide operational awareness within the supply chain team and takes corrective action as needed to meet organizational goals.

Qualifications

To qualify for this FV-J (FG/GS-14/15) position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: experience managing planning and execution of supply chain funds to replenish and repair parts; experience providing guidance on management of supply chain day to day activities related to acquisitions, life cycle management, material management, franchise fund agreements and interagency agreements; experience hiring, setting work priorities, assigning workflow tasks, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, awards/recognitions and take or recommending corrective/disciplinary actions as appropriate.
