This position is a fulltime Salaried exempt position, working under the National Training Center Mission Support (NTC-TSC) program at the National Training Center (NTC). The NTC is located at Fort Irwin, CA, in the Mojave Desert, approximately forty miles northeast of Barstow, CA. Mission Support operations support the NTC mission: To provide realistic joint and combined arms training focused on developing soldiers, leaders, and units of the United States military for success on the 21st Century Battle Field.
- The TAFF Supervisor regularly exercises independent judgment providing oversight, supervision, and training of the TAFF Specialists who operate workstations across the Army Battle Command Systems (ABCS) and OIS suites, in the preparation and presentation of multi-media products for and during After Action Reviews (AAR). Team Lead positions may include multiple TAFFs, Army Airspace Control, Graphic Support, G-2 Operations, Division Tactical Operations Center, or the OPFOR Cell.
Essential Functions:
- Leadership responsibilities includes supervision, coordination, scheduling, training, and managing of subordinate contractor personnel supporting the Observer Controller Trainer (OCT) teams with situational awareness, doctrinal principles, and tactical knowledge.
- Ensures adherence to Company and Site Policies, practices and procedures appropriately using authority to conduct or recommend associate disciplinary actions accordingly.
- Participates in the recruiting/new hire processes.
- Collect data, prepare and submit administrative reports as required in a timely manner.
- Assist in advising and coordinating application of multiple Collective Bargaining Agreements to ensure compliance by all team members.
- Assist with implementation and maintenance of Standard Operating Procedures (SOPs), Work Instructions, Job Hazard Analyses (JHAs), and Work Plans.
- Assist Program and Site Management with associate complaints and grievance investigations for resolution of issues.
- Monitors and ensures labor and fringe hours accuracy for associates through an electronic timekeeping system.
- Establishes and maintains associate files, rosters, and training records.
- Develops work plans/schedules in order to meet contractual requirements as defined in the Statement of Work (SoW).
- Works directly with the Senior Military Analysts as well as the GS Leads to ensure customer requirements are met.
- Conducts analysis and provides feedback to the customer on military operations, Operations Orders, and graphic control measures through briefings conducted prior to, during, and after each rotational exercise.
- Must possess a working knowledge of the tactical employment of company, battalion and brigade size formations with combat enablers / attachments in an urban and rural environment and basic knowledge of the War Fighting Functions.
- Provides analysis and feedback through observation in real time and from stored exercise data on the events that occur during simulated combat operations; operates computer systems to create, consolidate, edit, print, and present products.
- Executes developed procedures for the collection, analysis, and display of rotational training data at the National Training Center (NTC).
Provide feedback and analysis on the adequacy and soundness of tactical command and control, maneuver, logistics, aviation and or intelligence
- Maintain current knowledge of and enforce all Company, Site Manager, and Team Leader directives, memoranda, policies, and procedures.
- Performs other assigned duties as directed in order to maintain positive customer relations/communications and meet contractual requirements.
JOB PREREQUISITES/QUALIFICATIONS/SKILLS:
- Educational Equivalent: BA/BS in Military Science, Social Science, Political Science, Computer Science, or a related field is required in addition to a minimum of four (4) years experience in the operational training at the NTC, JRTC, JMRC or four (4) years experience as a platoon, company or battalion level observer controller. Ten (10) years of military service in a leadership capacity substitute for the education requirement OR eight (8) years of specialized NTC, JRTC or JMRC operational training experience and four (4) years experience as a platoon, company or battalion level observer controller may substitute for the education requirement.
- Experience: Ten (10) years experience in military leadership positions. Knowledge of computer operations to include Microsoft Office applications, Windows Operating System, Command Post of the Future (CPOF), Combat Training Center-Objective Instrumentation System (CTC-OIS), and Distributed Common Ground System (DCGS-A). Desired qualifications include graduate of Military Advance Course, former Officer, or NCO. Must possess clear knowledge and experience of S3 Operations at BDE and Div. level
- Specific Knowledge: Preference shall be given to experience in a U.S. Army Battalion/Brigade/Division Staff or equivalent level of experience in other military branches. Selected candidate must be familiar with California Department of Labor laws, Collective Bargaining Agreements and adhere to and enforce Company and Site Manager Directives, memoranda, policies and procedures.
- Licenses/Certifications/Registrations, etc.: Valid California Drivers License and maintain Post driving privileges. Must be able to obtain a Common Access Card (CAC) to utilize government operating systems. Must be able to obtain and maintain a security clearance and meet other eligibility requirements for access to classified information. Must be able to obtain Military licenses & Night Vision certification if required and travel off road in company vehicles and military tactical vehicles if required.
- Skills Required: Capable of utilizing investigative/fact finding processes. Capable of identifying, diagnosing, and analyzing problems and formulating recommendations, solutions and alternative methods. Must be able to effectively work in a high stress, fast-paced, technical work environment.
- Communication Skills: Able to read, write and speak fluent English. Must be able to listen with comprehension to assist both associates and peers with duties/requests. Must have excellent verbal and written communication skills as well as interpersonal skills for interfacing with military and civilian personnel.
- Physical/Mental Abilities Required: Ability to use good judgment and common sense when performing job functions. Ability to work independently with minimal supervision. Ability to prioritize and perform multiple tasks at the same time under stressful conditions as well as adapt to an ever-changing work environment. The highest level of confidentiality and professionalism is required.
Working Conditions:
Position: Office environment; occasionally required to work outdoors in a desert environment. Frequent exposure to dust, desert pollen, extreme heat and cold associated with desert and natural conditions existing on Fort Irwin. Applicants must be willing to work any shift to include weekends, overtime and holidays. Travel may be required (CONUS/OCONUS) and could potentially be the entire period of performance.
