Purpose and Scope:
Supervises and trains Traffic Management Specialists to arrange the shipment of Pre-positioned GPMS cargo to various worldwide destinations via Air, Land, and Sea. All applicable International and Federal Transportation Laws, Regulations, Tariffs and Department of Defense guidance must be fully understood and strictly complied with. Reviews all documentation and ensures all shipments meet International Trade and Arms Regulations (ITAR). Directs and conducts the loading and unloading of trucks arriving and departing the site. Accomplishes manifesting of cargo transported via trucks Responsible for the day-to-day TMO operations and communicates with the TMO Functional Manager and Site Manager to assure work priorities are met. Ensures compliance with the Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).
Essential Responsibilities:
- Leads the team of three Traffic Management Specialists in the performance of assigned duties and responsibilities.
- Oversees inspection and acceptance of documentation (DD Form 1149/1348-1) for inbound/outbound cargo for completeness and accuracy.
- Ensures documentation accompanying cargo is accounted for and distributed to Supply and Site Work Control.
- Processes and verifies Nomenclatures, Hazard Class, Quantity, and inspects inbound/outbound cargo offered for transportation.
- Properly classifies freight, selects commodity codes, selects most efficient mode of shipment, and controls obligations for government transportation funds.
- Supervises the inspections of Hazardous Materials to ensure proper packaging, marking, labeling, documentation, and certification in accordance with applicable Dangerous Goods Regulations (AFMAN24-604, 49 Code of Federal Regulation, International Maritime Dangerous Goods, etc.).
- Selects and initiates contact with local carriers to arrange cost efficient transportation of equipment for containers, classified, sensitive, hazardous, or out sized shipments. Verify sizes, weights, commodity description, freight classification, required delivery date, priority, and/or other special requirements.
- Utilizes automated computer systems and programs to process and document all freight (e.g. CMOS, GATES, JCM, IBS, etc.).
- Inspect, prepare, and process Shipping Containers IAW MIL-STD 3037.
- Prepares all required shipping documents via Tracker Lite/CMOS, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo, Maintains Manifest logs, etc.
- Accurately inputs Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into the Cargo Movement and Operations System (CMOS) and/or Global Acquisition and Transportation Execution System (GATES).
- Manages preparation and/or acceptance of Shipping Documents for container movements from Sea Port of Embarkation to Sea Port of Debarkation, and local movements.
- Provides In-transit Visibility through the Global Transportation Network (GTN) and Radio Frequency Identification (RFID) servers, and Transportation Management Systems (TMS).
- Performs Host Country customs clearances and liaisons with Military and Host country Ministries on Import and Export for Border Customs Clearances, Airport Customs Clearances, and Seaport Clearances.
- Inspects, accepts, and inventories Inbound Air Cargo, Line Haul Trucks, and Containers.
- Controls inventories and inspections all incoming freight for damage prior to acceptance. Initiates and completes SF 361, Transportation Discrepancy Report (TDR) as required.
- Prepares and handles cargo in accordance with all prescribed regulations, instructions, technical orders and procedures.
- Directs and performs weighing of cargo, vehicles, and outsized cargo to determine center of balance for rolling stock and ensures cargo dimensions within pallet and aircraft limitations.
- Works closely with customers to ensure desired movement objectives, priorities and schedules are met and communicated to management. Analyzes work process and develops matrix for measuring performance.
- Loads/unloads all 463L pallets, 40-foot and 20-foot sea van commercial/military containers and 40-foot Flat bed/Low bed trucks.
- Operates Material Handling Equipment (MHE) and special purpose vehicles ranging from Pallet Jacks to 22k Forklifts.
- Responsible for conducting Joint Inspections with the Aerial Port for All equipment traveling via Air, as required.
- Controls all relevant steps in quality, training, environment, and safety programs compliance for his team.
- Compiles data and submits reports and other correspondence, as required.
- Working environment will be both office and outdoor settings which individual can be exposed to extreme weather conditions for an extended period.
- Ensures all tools, personnel protective equipment, facilities, and clothing issued remain safe, secure, and serviceable, reporting any deficiencies.
- Perform other duties as assigned.
Minimum Position Knowledge, Skills, and Abilities Required:
- High school degree or equivalent. Associates, or better, in logistics and supply chain management preferred.
- One (1) to Three (3) years of experience in related field.
- Work experience in freight acceptance, preparation, processing, inspection, documentation, and handling procedures is required.
- Must have completed, or be able to successfully complete, HAZMAT training IAW AFMAN 24-604 prior to preparing, certifying, or inspecting HAZMAT for Military Air Shipments.
- Experience operating Material Handling Equipment e.g., 4K, 6K, 10K/10K AT Forklift, pallet jacks, preferred.
- Must be able to obtain and maintain applicable certification from the host country to operate MHE equipment.
- Knowledge of packaging, blocking, and bracing and restraint requirements for surface movement of equipment.
- Must be computer literate and able to operate software programs relating to cargo operations and office administration.
- Must be proficient in reading, writing, and speaking English.
- The preferred candidate would have, or the ability to obtain, a valid work & residency permit to work in Germany or be a national of the European Union / European Economic Area.
- This position is not approved for relocation allowances.
