The Federal Aviation Administrations (FAA) Information & Technology Services deliver core IT services to keep FAA employees connected and productive, drive transformative IT efforts that move the FAA enterprise forward, and develop innovative IT solutions to solve complex business partner challenges.
Duties
The Chief Data Officer (CDO) provides strategic leadership and executive direction for the FAA’s enterprise-wide data management initiatives. The CDO leverages the agency’s information assets, develops and executes business strategies, drives data integration efforts, and fosters innovation through collaboration with industry and research partners. The incumbent collaborates with the senior FAA Executive leaders to build strong stakeholder relationships, align data strategies with operational goals and create a unified data vision, cultivate a data-driven culture across the FAA, and achieve measurable results to advance the FAA’s mission.
The CDO oversees a $21M budget and leads a team of nearly 40 professionals, including six (6) K and L-Band managers who are responsible for critical aspects of data governance, management, and strategy execution.
Principal Responsibilities:
- Oversees the development and implementation of a comprehensive data strategy that positions data as a core organizational asset, seamlessly integrated into FAA’s operational objectives. Standardizes data governance and usage across all departments to ensure consistency, alignment with strategic goals, and maximum organizational impact.
- Establishes and enforces data policies, governance frameworks, and compliance practices to meet the FAAs regulatory, privacy, and ethical standards. Ensures all data management practices are aligned with federal regulations, implements data security protocols, and conducts regular audits to maintain accountability and transparency in data handling.
- Develops and enforces data quality controls, security measures, and interoperability standards to safeguard the FAA’s data assets and support consistency and resilience across the agency’s information systems. Ensures data integrity, protects against breaches, and facilitates seamless data sharing across systems.
- Participates in crisis response planning, ensuring data resources are secure, accessible, and reliable during emergency scenarios. Coordinates data backup strategies and system redundancies and ensures rapid access to critical information when needed.
- Partners with legal, cybersecurity, and compliance teams to implement policies that minimize data-related risks, including those associated with national security, artificial intelligence, and cybersecurity. Ensures data management practices are secure, compliant, and aligned with regulatory and national security requirements.
- Communicates the impact of data management efforts to FAA leadership and tracks performance metrics to demonstrate the Return on Investment and strategic value of data initiatives. Presents key insights, progress updates, and measurable outcomes to ensure continued alignment with organizational needs.
